2012 Minutes

January 23, 2012

Roll Call:  Called to order at 6:05 by Chairman Mayor Mike Williams

Director’s Report:   Director Mike Hale reported for the month of November there were 10 inmates taken out, for 20 days, covering 40.5 county road miles, 2.5 State road miles and collected 6.38 tons of trash and 257 tires.  For the month of December there were 6 inmates for 19 days, covering 20 county road miles, 13 State road miles and collected 2.66 tons of trash and 107 tires.

Warning Letters/Citations Issued: Officer Mike Hale reported that there were eleven 11 warning letters sent out during the month of November.  No new citations were issued.  There were ten (10) Citations from 2008 that have been followed up on and meet Officer Hale’s approval for completion. 

Volunteer Hours: Jackie Erlbacher reported in the month of November there were 7 Adopt-a-Road volunteers, 49 volunteer hours, covering 9 miles and collected 275 pounds of trash.  In the month of December there were 72 hours dedicated to a recycle art project at Maynardville Public Library.  There were 4 Adopt-A-Road volunteers, 32 volunteer hours, covering 6 county miles and collected 1579 pounds of trash.

OLD BUSINESS:

Summary of Amendment to Litter Resolution on December 12: David Nevin reported, that  the amendment to the litter ordinance proposal was rescheduled for further discussion at another County Commissioners meeting. In preparation to the rescheduled commissioners meeting, seven KUCB members met to discuss the changes to the litter ordinance. The general opinion was that we need the support of the health department and law enforcement to enforce the existing TCA laws.  It was suggested that we involved the county commissioners in the March Great American Clean Up project giving them an opportunity to observe the scope of our work and an opportunity to review the needs in their district.  

Camera Surveillance Update: Director Mike Hale reported that two surveillance cameras were installed on January 23, 2012.  Cameras will be monitored weekly by Officer Mike Hale and Officer Dennis Nicley. 

Brownfield Cleanup ETDD/ Abbot Property Loyston Rd.: William Von Schipman reported that since this property appears to have an inactive service station an assessment needs to be done by ETDD to determine if in fact this qualifies for clean up.   The new ETDD criteria require that the property be county owned or condemned.  Chairman Mayor Mike Williams will consult with County Attorney David Myers for clarification. The grant for the assessments won’t be available until April or May.  

Status on Twisted Gables:  Mayor Mike Williams reported that he has spoken with County Attorney David Myers regarding 129 Remington Drive, Maynardville, TN.  Attorney Myers suggests that Officer Hale get together with County Hwy. Department Superintendent, Mr. Helms and schedule a date for clean up at this sight.  A notice will go to the property owner informing them of the clean up date.  If the property is not cleaned up by the property owner prior to the scheduled date, the work will be done by the County Highway Department and Litter Officer. An invoice will be submitted to the property owner or lien placed against the property.  

Hill Top Recycling Beautification Project: Kim Richnafsky reports plans for this to be a fall project.   

By-Laws:  Mary Nevins made a motion to accept the amended by-laws. 2nd by Von Schipman.  Motion passed.

Adopt-A-Road Signs:  Mike Hale found the adopt-a-road signs and they will be up in the next few days.  Service truck has been revised and ready to use.

Result of Electronic/Christmas Tree Recycling Event: Mary Nevin reported a successful recycling event at Wilson Park on January 7, 2012.  There were ~ 25 volunteers. City of Plainview Mayor Gary Chandler donated the shredder and Jess Jones operated the shredder.   Steve Thompson of Beverage Solutions donated coffee, Food City donated donuts.  KUCB handed out t-shirts, bumper stickers and reusable grocery bags. A 22 cubic yard container was filled with recyclables. It was agreed to make this an annual event and hold the recycling event shortly after Christmas.  Allen Beeler recognized the problem with litter around Wilson Park and Union County High School.  It was suggested that KUCB contact the BETA Club for service hour’s project.

NEW BUSINESS:

Appoint Nominating Committee: Chairman Mayor Mike Williams appointed Allen Beeler, Mary Nevin, Dennis Nicley, Patricia Orr and Kim Richnafsky as the nominating committee. Appointments for Chair, Vice Chair and Secretary must be made by January 31, 2012.

Identify Honorary/Special Events Nonvoting Board Members: Lisa Crist, Gina Buckner, Les Sponseller, and Randy Turner and William Von Schipman BOD terms have expired.  William Von Schipman submitted a letter or resignation and offered his service as a resource person whenever needed. Chairman Mayor Mike Williams invited these individuals to stay on as special events contacts.

Program Committee:  When the new executive committee is established (on or before January 31) the community programs committee will be established. The purpose of the program is to educate and involve all citizens as it relates to clean and litter free, beautification and practicing proper solid waste disposal. The committee appointments are rescheduled for the February 20, 2012 meeting.

Year End Educational Data: David Nevin reported approximately 1000 hours of required recycling/renewable resources and litter education completed in UC Middle Schools.  This number does not reflect high school or elementary school level of educational hours.  Hill Top Recycling picks up (3) 4 x 4x 4 containers of paper (average weight 800 pounds of paper in each container).  Becky Muncey has monthly reports on the collection of recycled paper. In March of each year, Ms. Muncey reports to the State the total collection.  Ms. Muncey will provide KUCB with a copy of this report. Ms. Muncey recommends we work with Jack Horner with Goodwill Industries regarding recyclables in schools.

4H Extension Service:  Guest Beth Bergeron expressed desire in 4H and KUCB working together. There is a spring 4 H curriculum.  The 5th grade program is the Environment and Conservation and the 4th grade do a 4H sampler.  Ms. Bergeron suggested someone from KUCB come to a 4 H meeting in the schools and present a KUCB program for the students. 

Ms. Bergeron expressed an interest in having a Green Team at each of the 2012 GAC events. The Green Team is interested in service oriented projects which would fit into some of our GAC events.

2012 Great American Cleanup Events: KUCB has registered for the 2012 GAC which includes ordering banners, posters and plastic bags which will be delivered to the court house in February. The following dates and events are scheduled for the 2012 GAC Event:

Saturday March 10, 2012:  Hwy 33 County Line to County Line Clean Up.  Meet at Wilson Park at 8:00 am and disperse volunteers.  Invitation to participate in this event will be open to all citizens of Union County, County Government, City of Maynardville, County Commissioners, Union County High School and Middle Schools.

Saturday April 21, 2012:  Art-In-The-Park & KUCB.  In conjunction with the annual Art-In-The Park, KUCB will sponsor a 3-D Recycle Art project open to artisans of all ages.  Final juried items will be on exhibit at Paulette Elementary and awards will be given to 1st, 2nd and 3rd place winners in all age group categories.  Art In The Park will supply the ribbons. Dead Line for art items picked for exhibit is April 13. KUCB will have a booth at the event. 

Saturday May 5, 2011 KUCB and the City of Luttrell Beautification Project and Litter Clean Up on Hwy 61:  KUCB and the City of Luttrell will partner in a beautification project oriented to friendly competition among neighbors.  Grants and local businesses will supply flowering plants, shrubs and trees which will be picked up at City Hall by residents of Luttrell.  Beautification Awards will be handed out. A litter pick up will be done on Hwy 61.

Guest Becky Muncey with Solid Waste Management left a booklet of ideas to be used in conjunction with our GAC events. 

Affiliate Directors Retreat January 30 – February 2 in Sevierville: Mary Nevin will attend this retreat as a bod representative and report back at the February board meeting.

Litter Index Report: Randy Turner, Mike Hale, David Nevin and Jackie Erlbacher will do the litter index report on Monday, January 30th 9:00 am.

Free Books for Read Across America:  Jackie Erlbacher reported receiving information about 3,000,000 being available to schools all across the country for Read Across America Day and literacy projects.  Resources are allocated on a first come first basis.  Orders must be received by February 11.  Jackie forwarded this information to Paulette Elementary, Sharps Chapel Elementary, Maynardville Public Library and HMMS. 

Other Business:  David Nevin suggested that KUCB inform the community about the Kidney Cars for Donation as a possible way to eliminate disabled vehicles from property.  The Kidney Cars for Donation is the largest fund raiser for the Kidney Foundation. Car donations are tax deductable; vehicles are towed by foundation at no expense to the donor.  For more information1-800-488CARS

Director’s Report:   Director Mike Hale reported for the month of January there were 6 inmates taken out 156 hours, covering 14 county road miles, 14 State road miles and collected 3.58 tons of trash and 159 tires.  There were three illegal dumpsites monitored: Prospect Rd.; Wallace Road: (took 3 days to clean up a load of shingles) and Big Sink Rd. Sharps Chapel.  Three warning tickets were given.

For the month of February there were 6 inmates for 180 hours, covering 9 county road miles, 7.5 State road miles and collected 2.41 tons of trash. Monitoring two illegal dump sites and wrote 5 warning citations.  Receipts were found from the Waffle House on Emory Road.  Officer Hale went to the restaurant and spoke to the manager.

Volunteer Hours: Jackie Erlbacher reported in the month of January there were 4 Adopt-a-Road volunteers, 12 volunteer hours, covering 4 miles and collected 275 pounds of trash. There were 16 volunteers for the January 7, 2012 Electronic/Tree Recycling event at Wilson Park, working 3.30 hours filling a 22 yard dumpster.  There were 2 Educational Volunteers (Randy Turner and Jimmy Knight), doing 70 minutes of litter/recycling education at the Head Start School.   In the month of February there were 4 Adopt A-Road Volunteers, 26 hours, covering 4 miles and collected 1045 pounds of trash.  The City of Luttrell collected 1500 pounds of trash within the city limits. 

OLD BUSINESS:

Nominating Committee Announcements of Officers: Patricia Orr reported that the nominating committee met and made the following nominations and approvals outside a regularly scheduled board meeting: Mayor Mike Williams, Chairman, David Nevin; Vice Chair and Jackie Erlbacher; Secretary.   

Camera Surveillance Update: Director Mike Hale reported effectiveness of the surveillance cameras at the illegal dumpsites. Plans were discussed to move the cameras to another active site. 

Adopt-A-Road Signs: Chairman, Mayor Mike Williams said the county will now be responsible for putting up new adopt-a-road signs.  Officer Mike Hale reported that he is getting price quotes on adhesive over lays that can be used in order to recycle inventory of adopt-a-road signs. Jackie Erlbacher stated that the State pays for the State highway adopt-a-road signs, but we are responsible for the County road signs.  The applications and process for adopting a County road vs. a State road are different and we need to be aware of that when taking applications. Adopt-A-Road signs are on the ground at the following locations: Humane Society, and Tumbling Run Road. Chairman Mayor Mike Williams said that he would talk to Chris Edmondson about putting up the signs that are down. 

Status on Twisted Gables:   Chairman Mayor Mike Williams received a price from Mr. Helms on what he thought it would cost to clean up 129 Remington Drive, Maynardville, TN.  Mr. Helms has instructions to remove any debris down to the pad.  

Affiliate Directors Retreat January 30 to February 2: Mary Nevin reported that retreat focused on being proactive with recycling, recycling guides, educational ideas, and grants. Mary Nevin and Kim Richnafsky will be looking into projects that they can incorporate together at elementary and middle school levels.

Report on Mary 10, 2012 Hwy 33 County Line to County Line: Jackie Erlbacher reported that there were 40 volunteers, covering 13 miles and picked up 4000 pounds of litter. Beth Bergeron and 4 H Green Team cleaned up Wilson Park, UCHS and Paulette Elementary. KUCB supplied lunch at Wilson Park after the event.

 NEW BUSINESS:

Mykiela Strunk Advisory Participant: David Nevin recommended Ms. Strunk as an advisory participant. Ms. Strunk was unable to attend this board meeting, but is interested in serving as an advisory participant.  Ms. Strunk is a junior at UCHS and is president elect of the HOSA Club.  

Program Committee:  Jackie Erlbacher indicated that in order to be in compliant with our by-laws we must identify community program committees. The purpose of the programs committee is to educated and involve all citizens as it relates to clean and litter free, beautification and practicing proper solid waste disposal. Jackie Erlbacher asked for someone to chair the educational committee.  Mary Nevin volunteered to chair the educational committee, Kim Richnafsky and Jimmy Knight volunteered to be co-chairs.  A motion was made by Julie Graham to accept committee members. 2nd by Jimmy Knight. Motion passed. Patricia Orr suggested we increase our public relations in identifying locations for recycling and what items are recycled at each location.

March 31, 2012 Lake Norris Clean Up/Big Ridge State Park: Julie Graham reported that this is a 5 county project.  Tim Pruitt with TVA is organizing six locations that will have roll off containers. KUCB volunteers will be meeting at Big Ridge State park @8:45 am.  There will be a workshop on May 10 regarding issues about the lake.  This will include issues about garbage, chemical run off, illegal dumping, sanitation and erosion.  This work shop will be by invite only. Julie indicated that KUCB will be invited to attend.

 Art-In-The-Park & KUCB April 21, 2012:  In conjunction with the annual Art-In-The Park, KUCB will sponsor a 3-D Recycle Art contest called “Trashformation”. Schools have been contacted and given applications.  Time line of events: All art items must be completed by April 10. April 11-13 the art pieces will be judged at each school.  April 16 the winners will be notified. On April 21 the winners will have their art work on display at Paulette Elementary School. We will need prizes donated for the winners of 1st. 2nd. and 3rd. place.  Each board member is responsible for obtaining prizes.  The amount will be determined after the juried period.  Jackie Erlbacher indicated that UCHS is doing a 5’ x 5’ recycled art project consisting of Star Burst wrappers. Since this project is in a class by itself, Jackie Erlbacher requested a donation be made to UCHS art department as a way to acknowledge their educational contribution to the Keep Union County Beautiful and The Great American Clean Up. Jimmy Knight made a motion to donate $100.00 to UCHS art department. 2nd by Patricia Orr.  All in favor. Motion passed. 

Saturday May 5, 2012 KUCB and the City of Luttrell Beautification Project and Litter Clean Up on Hwy 61:  Mayme Taylor with the City of Luttrell and Jackie Erlbacher have been putting together plans for the May 5 beautification event.  Applications and notices are available at Luttrell City Hall.  On Saturday May 5th at 8:00 AM a plant exchange will take place at Luttrell City Park. Mr. Stewart Oakes of Oakes Day Lilies has agreed to donate 200 day lilies for Luttrell residents that are working on beautifying their property. Beautification awards will be given by the City of Luttrell in recognition of the most improved single family dwelling, most improved multi-family dwelling and most improved business. Judging will take place on May 5th starting at 2:30 pm.  

A HWY 61 road clean will start at 8:00 AM. Officer Mike Hale is making arrangements for inmates and extra cruisers.

Director’s Report:   Director Mike Hale reported for the month of March there were 480 inmate hours, covering 16 county road miles, 12 State road miles and collected 15.34 tons of trash and 245 tires.  There were two illegal dumpsites cleaned up: Big Sinks in Sharps Chapel and Lamdin Road. 

Camera Surveillance: Cameras were positioned at another illegal dumpsite location. Officer Hale requested additional boxes for monitoring the illegal dumpsites.

Three warning tickets were written. No citations. 

David Nevin reported “loads of trash” at Hickory Valley Road and Wolfenbarger Road. Chairman Mayor Mike Williams indicated that some of the trash is in the right of way.  Officer Hale will look into it. 

Randy Turner reported that the City of Maynardville has been identifying  locations that are not in compliant with the litter ordinance and enforcing clean ups. 

Volunteer Hours: Jackie Erlbacher reported in the month of March* there were 135 volunteers, totaling 292 volunteer hours, covering 41 miles County Miles and 4 State Road miles and collected 4925 pounds of trash. These numbers reflect an organized litter pick up by the City of Plainview and Horace Maynard Elementary School ground litter pick up organized by David Nevin. 

The March organized GAC event numbers are: 200 volunteer hours, 40 volunteers covering 13 State Road miles and collecting 4000 pounds of trash. 

March volunteer hours do not include Norris Lake Clean Up.

OLD BUSINESS:

Adopt-A-Road Signs: Jackie Erlbacher reported that we’re recycling the sponsor signs of Adopt-A-Road signs. Sirt Signs of Maynardville have offered to do sign overlays free of charge. Chris Edmondson will be removing terminated Adopt-A-Road signs and posts.  Bill Manning indicated that when signs are vacant in Knox County they put up a sign indicating that location is available for adoption.

Updated on Clean Up Notices:

Twisted Gables, Maynardville:  Chairman Mayor Mike Williams reported that Superintendent of Roads, Clayton Helms has been given the authorization to clean up 129 Remington Drive, Maynardville, TN.  A lien will be placed against the property. 

Dr. Davis Road, Sharps Chapel: Officer Hale reported that 105 Dr. Davis Road clean up is progressing. Officer Hale hauled two loads of trash out for them.

827 Sharps Chapel Rd. Sharps Chapel: Chairman Mayor Mike Williams suggested that we offer KUCB services to clean up the periphery of the property.

Norris Lake Clean Up:  Becky Muncey reported that Hickory Star did a great job following Tennessee Regulations regarding prohibited solid waste disposal items. The Hickory Star container had 1.48 tons of trash and 11 tires were delivered to the convenience center. Becky reported that for three years in a row 33 Marina did not follow Tennessee Regulations. Their box contained 7 vehicle tires and 2 tractor tires with the rims for a total weight of 680 lbs. Unfortunately, the tires weren’t found until the container was at the land fill.  The container had to be sent back to solid waste management which incurred the cost of an additional driver and truck in addition to potential fine of $1000.00 for the violation.  Because of repeated offenses from 33 Marina, Solid Waste Management will not be able to use this location for future clean ups.  The 33 Marina container had 2.22 tons of trash.  The Leadmine Bend location had 1.95 tons of trash.  Kim Richnafsky proposed doing a spring and fall lake clean up and promote adopt-an-island. 

GAC Event/Art-In-The-Park:  Jackie Erlbacher reported that art work has been collected from Big Ridge, Maynardville, Paulette Maynardville Elementary, HMMS and UCHS for the Trashformation 3-D art contest on April 21, 2012 at Paulette Elementary School.  Jackie asked board members to sign up for booth times at Art-In-the-Park.  Mary Nevin asked board members to donate items for 1st 2nd & 3rd place winners 

GAC Event/Luttrell/KUCB Beautification Day May 5th:  Jackie Erlbacher reported that KUCB partnered with the City of Luttrell for a beautification project. Beautification awards will be given for the most improved family dwelling, multi-family dwelling and business in Luttrell. Litter pick up is scheduled for Hwy. 61 and Tazewell Pike.  Everyone will meet at Luttrell City Park at 8:00 am.

NEW BUSINESS:

Earth Day: Becky Muncey reported that Waste Management and KUCB will partner to do Earth Day at Luttrell Elementary and the first grade class. Becky Muncey and Alisa Kyle with Waste Management,  Mayor Mike Williams, Officer Hale, and Jackie Erlbacher will talk about litter and recycling in addition to judging  Earth Day art work which will also be in the “Trashformation” art contest at Art-In-The Park.

155 Ruth St. Corryton:  KUCB received a complaint from a neighbor about this property.  Officer Hale spoke with the owner of property on April 16 and asked owner to pick up all the garbage around the house.  Mike will be back on April 23 to follow up with the progress.  If it isn’t completed or maintained citation will be issued.

Farmers Market:  Market starts April 21 at Art-In-The-Park. KUCB wants to make an effort to be at the Farmers Market once a month to promote the Adopt-A-Road program, volunteers, and utilize opportunity to educate the public on litter and recycling.

Farm Day Thursday April 26: Mike Hale reported that he will be attending Farm Day sponsored by Farm Bureau at Luttrell Elementary. 

Other Business:  Becky Muncey suggested we ask TWRA, Michael Cavins be invited to our next board meeting.

Director’s Report:   Director Mike Hale reported for the month of April there were 116 inmate hours, covering 24 County road miles, 15.5 State road miles and collected 10.36 tons of trash and 156 tires.  There were two illegal dumpsites cleaned up: Big Sinks in Sharps Chapel and Wolfenbarger Lane in Luttrell. There were 2 warning tickets given to residents on Ridge Road and Happy Hollow Road in Sharps Chapel. The garbage complaint on Ruth Lane in Corryton has been cleaned up by the property owner. 

Volunteer Hours: Jackie Erlbacher reported in the month of April there were 12 volunteers, totaling 66 volunteer hours.

Update on Twisted Gables, Maynardville:  Clean up completed by Union County Highway Department. 

Update on Art-In-The-Park: Jackie Erlbacher reported that Trashformation Art Contest in the schools and displayed at Art-In-The-Park festival was a success.  KUCB would like to make this an annual event.

GAC Event/Luttrell/KUCB Beautification Day May 5th:  Jackie Erlbacher reported that KUCB partnered with the City of Luttrell in their beautification project. Beautification awards were given for the most improved family dwelling, multi-family dwelling and business in Luttrell.  Plants were donated by Oakes Daylilies, Beaver Creek Nursery and Lowes.  Left over plants from the plant exchange were donated to Big Ridge State Park for Boy Scout project lead by Kim Richnafsky.

Farm Day:  Mike Hale reported that he attended a litter free event on May 16, 2012.   Farm Bureau sponsors an annual Farm Day, in Luttrell.  362 children were present.  “Stop Litter” trash bags, pencils, and recycled shopping bags were distributed.

Earth Day:  Becky Muncey reported that Earth Day was celebrated by ~68 first grade children at Luttrell Elementary School.  Mayor Mike Williams, Officer Hale, Jackie Erlbacher, Alisa Kyle Waste Management Supervisor and Becky Muncey participated in the recycle/ litter free educational program and planting project.  3D Art projects were judged for the “Trashformation” Art Contest.

NEW BUSINESS:

2012-2013 Litter Grant Budget:  Ms. Ann Dyer, Union County Bookkeeper presented the budget for the litter grant, which shows the direct cost of litter/trash collection in Union County.

The litter grant for 2012-2013 is 39,200.  This will be submitted to the UC Budget and Finance and UC Commissioners.  The resolution was passed at the May 14, 2012 at UC Commissioners meeting.  The TDOT fiscal year 2012-2013 grant application is due June 1, 2012. David Nevin made a motion to accept the proposed budget as presented. 2nd by Mark Mahoney.  Mary Nevin made a motion that the monthly budget report be presented at each board meeting. 2nd by Mark Mahoney.  All in favor.  Motion passed.

Purchase Supplies, Banners & T-Shirts: Jackie Erlbacher requested the purchase of educational supplies and t-shirts.  David Nevin made a motion to spend $1900. on educational supplies and t-shirts. 2nd by David Nevin.  All in favor. Motion passed.  Mike Hale requested we consider wrist bracelets for future purchase.

KUCB Logo:  Jackie Erlbacher asked the board to consider redoing the current logo to a more print friendly logo such as what is on the Adopt-A-Road sign.  Because of the multitude of colors on the current logo it becomes cost prohibitive to print materials and supplies. Logo options will be reviewed at the June board meeting. 

Leave No Trace/Trash your Trash: Kim Richnafsky reported that for two weeks she has been working with 4H on presentations in the elementary schools and middle school. Presentations consisted of Trash your Trash Leave no Trace principals.  Kim felt the educational messages were widely received, great interaction by participants and astounded by the true facts of litter. 

Julie Graham Resignation: On May 17, 2012 Mayor Mike Williams and Officer Mike Hale received notification from Julie Graham resigning from the KUCB board of directors.  David Nevin made a motion to accept the resignation. 2nd by Jimmy Knight.  All in favor. Motion passed.

Upcoming Events for KUCB: Mayor Mike Williams reported that the County purchased 4 banners that announce the celebration of Big Ridge State Park 75th Anniversary .The Blue Grass Festival and celebration of the 75th anniversary will be on August 18, 2012.  KUCB will have a booth at the event. American Legion Junior Fishing Derby at Big Ridge State Park on June 23 from 9:00 – 2:00 pm.  “Clean Sweep” September 2012 located at Goodwill Convenience Center.

Other Business:  David Nevin asked about the clean up contract between KUCB and TVA on the Palmers Junction property. Officer Hale has been trying to schedule a meeting with Tim Pruitt to determine the paper trail to the contract and payment from TVA.  Litter pick up at Palmers Junction is done once a week.   Becky Muncey suggested that Officer Hale get in touch with a TVA secretary that can locate Joe Freeman who was in charge when the contract was made with previous litter officer Jerry Lawson.

Director’s Report:   Director Mike Hale reported for the month of May  there were 153 inmate hours, covering 27.5 County road miles, 6.5 State road miles and collected 6.22 tons of trash and 136 tires.  To date, 46.95 tons of litter has been picked up. Continue to monitor illegal dumpsites.  One surveillance camera was stolen from one of the illegal dump sites. Received ~ 7 phone calls from citizens reporting dumping on roadways and those areas were cleaned up.  David Nevin witnessed garbage being thrown from a truck. Information provided to Officer Hale for follow up.  Officer Hale wrote a citation on June 18 for criminal littering.  Court date on Friday, June 22. There were 5 warning tickets issued. Mary Nevin reported lots of litter at Wilson Park. Officer Hale indicated that he and Kris Edmondson clean the park.

Volunteer Hours: Jackie Erlbacher reported in the month of May there were 15 volunteers, totaling 60 volunteer hours for the Gac Event/Luttrell/KUCB Beautification project on May 5.  Officer Hale attended Farm Day, handed out 362 “Stop Litter” goodie bags, 2 volunteers and 10 volunteer hours.  Leave No Trace/Trash Your Trash presentations to elementary and middle schools which totaled 80 volunteer hours.  Total May Volunteer Hours: 110.  Total Volunteers: 18

OLD BUSINESS:

Camera Boxes: Mike Hale to follow up on the status of camera boxes. 

2012-2013 Litter Grant Application: Application submitted June 1. Jackie Erlbacher provided copies of the application to all board members in order to review final budget and outline for all educational programs.

Purchase Educational Supplies and T-Shirts: T-shirts arrived.  Keep Union County Beautiful children’s bracelets ordered. 2011-2012 Litter Grant budget has $60.00 remaining.

Adopt-A-Road Signs:  Adopt-A-Road signs were taken to Sirts for overlay.  Sirt Signs is providing this service free of charge for the signs that we are currently recycling from previous adoptee locations.  Signs should be completed by end of June.  Gary Kitts with Highway Department will install the signs when they are ready.  Gary Kitts suggested using G&C Supply Co., Inc. at 731-697-8351 for signs that we will have to purchase once our recycled inventory is depleted.

Litter Index: Report due to Keep Tennessee Beautiful in August. Need to schedule survey in July in order to meet dead line.  Officer Hale to get 3 additional people to assist with report.

TVA Contract: Officer Hale to follow up with the Palmers Junction maintenance contract between TVA and KUCB. Contract expires in September of 2012.

KUCB Logo:  Chairman Mayor Mike Williams made a motion to ask the HMMS and UCHS students to submit designs for a new KUCB logo.  Second by David Nevin. Motion passed.

Green Miles: Beth Bergeron introduced “Green Miles” which is a program designed to promote a healthy body and community.  The program exists in Knoxville as a pilot program and Beth sees an opportunity to try this on a trial basis at the weekly Farmers Market. Beth is looking for different organizations to lead weekly walks. Currently, each walker receives a pedometer, logs in their miles, picks up garbage along the way, and a trash pickup log is reported to the Health Department. Beth suggested KUCB do a six week program late September, whereby KUCB leads a walk, donates grabbers and helps monitor the trash intake.   David Nevin requested that we discuss this further at the July monthly meeting.  By then Beth will have a better time frame for us to work with.

Recycle Bowl: Jackie Erlbacher sent information about the Recycle Bowl to the Education Committee members; Mary Nevin, Kim Richnafsky, Beth Bergeron and Jimmy Knight.  The Recycle Bowl is a recycling competition held October 15 to November 9, 2012.  Registration closes on October 9, 2012.  The first 1000 schools to register will receive a Recycle-Bowl coordinator toolkit.  The tool kit includes Recycle-Bowl competition posters lesson plans, a library book, etc.  The competition is open to all elementary, middle and high schools.  Recycle-Bowl participants will track and report how much material they collect during the four week competition.  One school in each state that collects the most recyclable material per capita will win $1000.  A National champion will then be chosen from the top statewide winners to receive a grand prize valued at $2500.  Beth Bergeron is interested in coordinating the elementary schools and promoting the program.  Beth will register for the one hour Recycle-Bowl webinar on June 25.

Educational:  Kim Richnafsky, Boy Scout Troop Leader #506 did Trash Your Trash Training to 25 Scouts.  Also set up a booth at Big Ridge State Park Bluegrass Festival: Trash Your Trash and Leave No Trace message. Mary Nevin gave Loretta Williams with HMMS educational information about recycling to review before implementing a project.

Litter Index:   Jackie Erlbacher reported that the Litter Index was completed in August and reported on line to TNKAB.  Randy Turner, Mike Hale, Commissioner Wayne Roach and Jackie Erlbacher did the survey. The overall scores were good and the committee recognized the noticeable impact made by Litter Officer Mike Hale, inmates, and organized volunteer litter clean ups. 

Adopt-A-Road Signs:  Signs were installed by the County Highway Department on 9/10/12   for the following Adopt-A-Road Volunteers: UCBP (reinstalled Maynardville) Linda Nichol (Luttrell) Keller Family (Sharps Chapel) Bob & Ann Underwood (Sharps Chapel) Hardin’s Mountain Organics (reinstalled Maynardville)  Thanks to Sirt Signs for donating the signs.

Palmers Junction:  Mike Hale reported that he met with Mr. Tim Pruitt to discuss the contract KUCB and TVA has to clean up Palmers Junction.  This contract has been in existence for several years yet Ms. Ann Dyer, Union County Bookkeeper cannot identify where the County has ever been paid by TVA. Mike Hale reports that the contract pays $37.00 for three hours twice a week, but Mike feels that Palmers Junction cannot be cleaned in three hours and the amount of litter requires him to makes two trips to the Wolfe Road Convenience Center certainly exceeding the time the contract is for.  Mike feels that currently the contract is cost prohibitive for the county.  Discussions continue to take place.

KUCB New Logo: Jackie Erlbacher reported that Ms. Lesley Sexton, UCHS art teacher agreed to take the logo on as a class project. 

Heritage Festival “Can It”: Jackie Erlbacher reported that KUCB & Solid Waste Authority partnered with UCHS art department to design three 30 gallon trash cans with historic themes exclusive to Union County as well as send a message to Keep Union County Beautiful. Chances will be sold at the 8th Annual Union County Heritage Festival on October 6. Proceeds will go to the art department.

HAZMAT: Jackie Erlbacher reported that the Household Hazardous Waste Collection is a combined effort by TDEC, Union County Solid Waste Authority, KUCB, Sheriff’s Department and Clean Harbors Environmental Service.  The event is scheduled for October 20, 8-12 at Wolfe Road Convenience Center.  Advertising and press releases are in place. 

Farmers Market Walking & Green Mile:  Randy and Rhonda Turner are coordinating this project for KUCB.  The Green Miles program promotes healthy body and a healthy community.   The program is sponsored by the Union County Health Council and KUCB. Guidelines, logbooks, pedometers and garbage pickers are available through this program.

Big Ridge State park Bluegrass Festival:  Randy Turner reported that they handed out 250 automobile trash bags and KUCB bracelets. Randy and Patricia Orr positioned themselves with the Ranger in the parking lot and were able to address individuals as they came into the event.

Humane Society/KUCB:   Theme: “Taking Care of Litter Everyway” 23 Volunteers collected over 2100 lbs of trash on Hickory Star and John Deere Roads.  Collected recyclables for the Humane Society which consisted of newspaper, linens and plastic bags.

NEW BUSINESS:

New Board Members:  David Nevin made the following recommendations for board members:  Brother Craig (St. Blessed Teresa of Calcutta) and Ms. Marilyn Toppins (UCBP representative). Jackie Erlbacher made the following recommendations:  Ms. Becky Munsey (SWA) and Beth Bergeron (4H).

David Nevin made a motion to accept Ms.Toppins and Ms. Munsey nominations as KUCB Board members.  2nd by Mary Nevin.  Unanimously approved.

Jackie Erlbacher will make contact with Brother Craig and Beth Bergeron.

The board recognized the need to have board representation from District 1, 2, and 6. 

David Nevin brought up the issue about board members missing three consecutive meetings being removed from the board. Chair Mike Williams reinforced that if you’re on the board you need to be active. A motion was made by David Nevin and 2nd by Jimmy Knight to send letters to board members that have three unexcused absences’.

Section 2.03 Vacancies: The office of any member shall become vacant upon his or her resignation delivered to the Chair of the Board & Executive Director. A member of the Board of Directors who shall be absent from three (3) consecutive regular meetings of the Board of Directors shall automatically be dismissed from membership on the Board, unless confined by illness or having an excused absence from three (3) consecutive regular meetings of the Board of Directors.  

Heritage Festival Booth: Jackie Erlbacher asked for volunteers to man the Heritage Festival booth.  Jackie Erlbacher, David & Mary Nevin, Randy Turner, and Jimmy Knight volunteered.

Halloween Costume Party at Senior Center:   Randy Turner announced that there will be a Halloween costume party at the Maynardville Senior Center on October 20 4-6p Randy asked that KUCB attend and hand out KUCB bracelets.  Hot dogs and snacks will be served. 

Litter Grant In-service:  Ms.Ann Dyer, County Bookkeeper and Litter officer Mike Hale will be attending a TDOT Litter Grant in-service on October 4, 8a – 4:30p

Litter Ordinance Violation Site: Chair Mike Williams asked Mike Hale to check out a location on Old Hwy 33 and Hickory Valley Road. 

Comments/Suggestions:

·        Bill Manning suggested we organize a reunion of all KUCB volunteers, past and present. Tentative plans to have an event in May of 2013 at Wilson Park.

·        Bill Manning asked “does the money collected from litter fines go into the County General Fund or to KUCB?”  Chairman Mayor Mike Williams said he would check with Bookkeeper Ms. Ann Dyer to see if we are currently set up for that.  Chairman Williams did not have a problem with money going back into the department that generated the income.

·        Ms. Marilyn Toppins made a comment that the City of Plainview’s recycling bins are being well utilized.  Ms. Toppins will try to get us a report on the amount of recyclables collected at this location.

·        Mike Hale requested that Road Superintendent David Cox be invited to our next meeting.

Volunteer Hours: Jackie Erlbacher: Adopt-A-Road Volunteers reported: 8 volunteers, 12 hours, 400 lbs. of trash collected, covering 15 county miles.

Educational

·         Recycle Bowl: Beth Bergeron reported that every school is registered except Maynardville Elem which does the program on their own. Each school has a coordinator, and received Recycle Bowl kits. In addition to the possibility of receiving national rewards,  Beth asked if KUCB would participate in giving recognition to the schools that do participate. Marilyn Toppins offered to provide 1st. 2nd place certificates.  Press releases will also be done to recognize the recycling efforts done by the schools.

David Nevin inquired about the containers that were once at the middle school.  Becky Munsey will check to see if we can get SP back in the school.

·         Leave No Trace: Kim Richnafsky doing Boy Scout hike along Wilson Park and doing a litter pick up.  Kim is now paired up with Shannon Perrin & Beth Bergeron in the 4H program during the school year.

David Cox UC Road Superintendent answered questions and shared information about Union County Roads and the processes in place to run his department.

·         Roads are being patched but no paving will be done until Spring

·         Cuttings are being done in an organized cost efficient manner

·         Highway Department has signed up for centralized financing

·         Workers work 5 days a week and keep daily logs

·         Work orders/purchase orders are being done and processed accordingly.

·         New roads signs are being put up.

·         Highway Dept is now computerized

·         When trees are down call 911.  Calls get forwarded to David.

·         Ms. Toppins offered to forward information about barge grants for next year to Highway Department.

·         Identified the need for more equipment.  Will be looking into grant applications available for this purpose.

·         Becky Munsey encourage KUCB bod to show support to the Highway Dept.and it’s needs during budget and finance meetings in 2013.

 

OLD BUSINESS:

Heritage Festival “Can It”: Jackie Erlbacher reported that the “Can It” project was a great success with plans to make it an annual project on a limited edition basis.  KUCB raised $300. for the UCHS art department. TNKABS was asked to present to the SERDC Conference how it’s affiliates are doing with recycling education during these challenging economic times.  TNKAB asked KUCB to submit  the “Can It” project which will be used during the SERDC Conference in October.

 HAZMAT:  Becky Munsey reported that the HHHW collection is scheduled for Oct. 20 from 8 – 12.  Advertising has been in place for 5 weeks. The collection is a combined effort by TDEC, Union County Solid Waste Authority, KUCB, Sheriff’s Department and Clean Harbors Environmental Service.  New for Union County will be the participation of UCSD handling the intake of expired medications, Blue Rhino taking in old containers and power tool battery recycling.  Free Tarps will be handed out to all residents to enforce the Tarp Law.

Farmers Market Walking & Green Mile:  Beth Bergeron reported that not many people have been showing up to walk. The Boy Scouts will be leading a walk on Oct. 20th. More people participated during the spring.

Update Litter Ordinance Petitions: Reference petition signed by residence in Sharps Chapel regarding location 171 Happy Hollow Rd. The current UC litter ordinance exempts personal property.   Primary concern is contaminates leaching into the ground and contaminating well water and the lake. Officer Hale can only enforce removal on what’s on the right of way. The DA would only be able to enforce criminal littering if caught in the act. Becky Munsey suggested we contact TDEC for inspection. 177 Loyston Rd.  Mike Hale received signed petition from local residents. This is a repeat issue which was once cleared by the State.  Will have TDEC follow up.

Good Will: Jackie Erlbacher reported that the Goodwill containers have been contaminated since August and the recycle center is closed until Jack Horner can organize a plan on how to maintain it.

NEW BUSINESS:

Volunteers for Dark In The Park: Patricia Orr will represent KUCB at Dark In The Park on October 20th 4 – 6 pm at Wilson Park.  Marilyn Toppins stated that the UCBP group would like to donate drinks and snacks.

Head Start parenting Fair Maynardville Library:  Mark Mahoney will represent KUCB at event from 9:30 – 11:00.

Christmas Parade: Motion was made by Mary Nevin, 2nd by David Nevin  for KUCB and SWA to   to have a float in the Christmas parade. Motion passed.  Becky Munsey and Kim Richnafsky will coordinate event.

TDOT offering 1 Million for special litter projects: Jackie Erlbacher reported that TDOT is offering extra funding opportunity thanks to the soft drink and malt beverage industries. This special funding is for projects that go beyond routine maintenance.  Each winning proposal may be awarded a total of $25,000 to $100,000. which will be used to reimburse expenses on a quarterly basis for a maximum of 3 years. Proposal may be submitted for student education programs, adopt-a-street programs, illegal dumping/junk car cleanup, litter free events/recycling events, web design/newsletters, local campaign using KAB Litter is Stupid Too, Great American Cleanup events, America Recycles Day events, cleaning waterways /shorelines, etc. Proposals are due by November 15.  Becky Munsey recommends doing a GAC project.

Dogwood Trees for the Wilson Park: Mayor Williams is using money from Wilson Park maintenance budget to purchase 25 dogwood trees (5 trees for 100.). Trees will be available in December.  Marilyn Toppins would like to check with UCBP group to see if they are interested in donating additional trees.

National Planting Day/Get Growing: Jackie Erlbacher will attend the Farmers Market on Oct. 27th  8-12 to hand out free plants and promote a Keep America Beautiful initiative. Partnering with Union County Soil Conservation for residents to sign up to receive pine tree seedlings in February.  TVA will provide brochures on landscaping with native plants.

Director’s Report:   Mike Hale reported:

October: 43 inmates, 407.5 hours, Officer Hale hours 166.5, covering 52.5 county miles, 10.5 state miles, 4.23 tons of trash and 15 tires collected.  1 citation and 5 warnings.

Palmers Junction update: Grant amount $25,000. Tim Pruitt indicates that KUCB is only getting $500. The rest of the money “went to a Union County Water Shed Project.” We do not have information about the Water Shed Project.  Bookkeeper Ann Dyer is trying to find out where the money went. Randy Turner suggested that we contact Bobby Ellison/Soil Conservation to find out where the project might have been done.   

Volunteer Hours: Jackie Erlbacher: October: 112 volunteers, 1033 volunteer hours, 9100 pounds of trash, covering 15 county miles. The volunteer hours include Public Land Day, Dark In the Park, Leave No Trace hike, Head Start, Can-It Project, Sharps Chapel Volunteer Litter Pick Up, Adopt-A-Road Volunteer hours, HazMat Event, and “Get Growing” Project. UCBPA next clean up November 29.

Educational:

Recycle Bowl:  Marilyn Toppins reported for Beth Bergeron that activity reports are being compiled and the winner and runner up will be chosen at the next KUCB board meeting.

Update Litter Ordinance Petitions: On November 19, Officer Hale, Jackie Erlbacher, Becky Munsey, and Mary Cox met two representative from TDEC; Chris Thompson; Regional Director of External Affairs, Revendra Awasthi; Field Office Manager, and Mr. Dan Hawkins with C.T.A.S. (County Technical Assistance Service. KUCB showed pictures of owner occupied residents in violation of the TN Litter law, but not enforceable under the current Union County Litter Ordinance.  TDEC indicated that they see an opportunity to help us especially in those areas near water and areas with tire waste.  The issue of junk cars can be addressed if it is a commercial junk yard.  These concerns would be covered by the TN multi-sector permit program.  TDEC will send clarification and contact on that.  Mike Hale, Jackie Erlbacher and Randy Turner are collecting  the necessary pictures and data to forward to TDEC for enforcement.

Camera Surveillance: Mike Hale reported effectiveness of camera location and will be moving it to a different location in a week.

TDOT Special Litter Project Grant:  Jackie Erlbacher reported the grant available through TDOT via the soft drink and beverage industries.  Each winning proposal may be awarded 25,000. to $100,000. reimbursed expenses on a quarterly basis for a maximum of 3 years.  The deadline for grant application was November 15, 2012 and winning applicants will be notified by November 30, 2012.  KUCB proposed a “Clean Up Norris Lake Project”.

Christmas Parade Dec. 9: Becky Munsey reported that she has the tractor and trailer ready but has not heard from Kim Richnafsky regarding decorations.  She will follow up.

NEW BUSINESS:

Household Hazardous Waste Collection Request for Spring 2013: Becky Munsey scheduled this event for April 20, 2013 which would coincide with the Earth Day date.  Ms. Toppins and Ms. Bergeron opened discussion about why we only recycle grade 1 & 2 items.  Ms. Munsey indicated that recycling grades 3 – 7 increases recycling costs and Union County Solid Waste doesn’t have the budget to handle that.

New Board Member: Jackie Erlbacher made a motion to have Beth Bergeron sit on the KUCB Board of Directors.  Motion 2nd by Mark Mahoney.  Unanimously approved.

December BOD Meeting:  Motion made by Jackie Erlbacher not to have a December board meeting. 2nd by Mark Mahoney.  Unanimously approved.

HMMS: David Nevin reported that HHMMS science class is entering their environmental project into the statewide science fair, April 2013.  Those that win go on to represent Union County on a national level.  Ms Toppins reported that there have been two national winners in the past.   Class Teacher Ms. Williams requested that KUCB donate a cash prize to the winner. The board agreed to take the project under consideration after reviewing the written proposal by HMMs.  David Nevin suggested Ms. Williams be invited to the next KUCB board meeting

Directors Report:   Lynsey Richardson reported that during the month of October there were 21 county road miles cleaned, 24 state road miles cleaned, 33,900 pounds of trash collected, 28 tires collected and 31 volunteer hours. During the month of November, there were 17 county road miles cleaned, 13.5 state road miles cleaned, 10,125 pounds of trash collected and 31 volunteer hours. During the month of December, there 16 state road miles cleaned, 12 county road miles cleaned, 9,225 pounds of trash collected and 7 volunteer hours.

OLD BUSINESS:

Litter Officer Job Description: Lynsey Richardson ask for a motion to accept the Litter Officer job description. A motion was made by William VonSchipmann, 2nd by Lisa Crist. All in favor. Motion passed.

Tarp Law Signs: Lynsey Richardson reported that she spoke with Kevin Brantley about putting up the Tarp Law Signs at the convenience centers. Kevin is to get the signs from the Wolfe Road Convenience Center and put up them up.

Illegal Dumpsite Ordinance: Suggestions were taken from the board on the first draft of the Illegal Dumpsite Ordinance. There was discussion about adding in information on litter and defining it. Bill Manning volunteered to send Lynsey Richardson wording for the addition of litter. Lisa Crist suggested adding the word “may” in Section II, sub section E. Randy Turner brought up adding language stating that a lien has been filed in Section VII, subbing C. Lynsey Richardson will bring a revised copy of the Illegal Dumpsite Ordinance to the meeting in February for everyone to review and vote on.

NEW BUSINESS:

Chamber Banquet: Lynsey Richardson reported that there was not enough funding to sponsor a table at the banquet. Julie Graham reported that all of the tables were sold out.

GAC: Lynsey Richardson ask everyone to be thinking of GAC dates and locations. Dates and locations are to be set at the February meeting. Julie Graham reported that there will be a water cleanup in Sharps Chapel on March 19th.

Tickets: Dennis Nicley reported that he wrote a ticket on Maynardville Highway. He is to report back to the board with the Judge’s verdict.

Directors Report:  Director Lynsey Richardson reported that in January 10 inmates were taken out for 10 days.  They collected 13590 pounds of litter.  31 County road miles and 12 ½ State road miles were cleaned.  There were 20 volunteer hours reported.

 OLD BUSINESS:

Illegal Dump Site Ordinance: Director Lynsey Richardson passed out revised litter ordinance for review, which included the additions of Section IX Littering and Section X TN State Law Criminal Littering Fines.   It was recommended by Attorney David Myers that areas of changes be highlighted in final draft for presentation to County Commissioners.   William Von Schipman asked for clarification on the use of the affected verses effected in Section VIII Remedy of Violations By the County (B) and word will verses shall in Section VIII (C). Following recommendations from Attorney Myers, Julie Graham made a motion to change will to shall and affected to effected.  Seconded by Jackie Erlbacher.  Motion passed.

Action Item:  Director Lynsey Richardson to meet with Attorney David Myer to review final draft before presentation to County Commissioners.

Adopt-A-Road Sign Update: Chairman, Mayor Williams reported that due to the unsafe condition of the service truck another county vehicle is being retrofitted to meet the needs of sign installation.  The Adopt-A-Road Signs should be installed around the first week of March.  Director Lynsey Richardson reported that she has drafted a letter to all Adopt –A-Road participants, which will include upcoming events and GAC dates.

Action Item:  (1) Directory Lynsey Richardson to follow up with Mayors office on status of installation of signs.  (2) Letter to all Adopt –A-Road participants to be sent out with GAC dates soliciting volunteers for the March to May scheduled events.

Cub Scouts/Hill Top Recycling:  No report

Loyston Road:  Jackie Erlbacher asked Attorney David Myers for status update on the William Abbott property regarding open dumping in violation for 10 years.  Attorney David Myers indicated that the State sent him a letter stating that Mr. Abbott is accomplishing all actions requested by the Division of Solid Waste Management and when the shingle pile is capped they will be satisfied with the property. Final decisions will come from the Tennessee Attorney General’s office.   William Von Schipmann indicated that with permission of the property owner the “Brown Field” available through East Tennessee Development District (ETDD) may take care of the existing appearance of property.

Action Item:  William Von Schipmann to follow up with ETDD and Brown Field clean up.

NEW BUSINESS:

Resignation of Becky Munsey:  Director Lynsey Richardson reported that Becky Munsey submitted her resignation from the KUCB BOD.  Motion made by William Von Schipmann to accept Ms. Munsey’s resignation, 2nd by Les Sponseller.  All in Favor. Motion Passed.

Semi-Annual Report:  Director Lynsey Richardson reported the Semi-Annual Report to Keep America Beautiful has been submitted. The next report due is the Great Amerian Cleanup Report and it will be submitted by the end of June.

GAC Press Release:  Director Lynsey Richardson reported that the State sends out a blanket press release for all the affiliates to release to the press. She has sent out the press release. GAC dates will be released to get community involvement and participation.

Solid Waste: Director Lynsey Richardson reported that Dean Hill with Solid Waste Management may be able to help fund the cost of Tarps to be used to enforce the TCA 39-14-5 Tarp Law.

Action Item:  Director Lynsey Richardson to follow up with Dean Hill.

Tarp Law Signs: Director Lynsey Richardson reported that Kevin Brantley has posted Tarp Law signs at each of the convenience centers.  Director Lynsey Richardson and Jackie Erlbacher acknowledged the assistance of Dean Hill and Becky Muncey with the Tarp Law sign purchases. The Tarp Law is enforceable and KUCB will be planning a kick off at the Wolfe Road location. KUCB will pass out tarps and information on the TCA code.  Chairman Mayor Williams reported that at a recent Solid Waste management meeting there was discussion about purchasing tarps and events will be held at Solid Waste sites. 

Website Updates: Director Lynsey Richardson reported that the web-site has been reviewed and updated.  All changes including recyclable items being accepted at each convenience center have been changed by Mary Cox, Web-site Administrator.

Illegal Dump Sites/Hill Top Recycling Center: Jackie Erlbacher reported on the activity at illegal dumpsites and requested implementing a project, in partnership with Hill Top Recycling, whereby each illegal dumpsite is identified and invite “scrapers” to salvage the recyclable items from the illegal dumpsites.   Chairman, Mayor Williams and Litter Officer, Dennis Nicely discussed having conversations with several wrecker services to help remove the larger items from the illegal dumpsites. Jackie Erlbacher asked  Litter Officer Dennis Nicely to follow up on the status of cameras at some of the illegal dumpsites.  Bill Manning and Jackie Erlbacher also suggested reintroducing the   “Talkin’Trash” articles  in the newspapers. 

Action Item:  Dennis Nicely to follow up with Sheriff Loy Jr. regarding the purchase and installation of cameras and John R. Monroe regarding his participation in the Dan Shumate cleanup.  Jackie Erlbacher and Bill Manning to work on the release of weekly “Talkin Trash” articles and Hill Top Recycling Project.

School Programs: Director Lynsey Richardson reported that she will be working with Becky Munsey to do an educational presentation on recycling at Luttrell Elem.

Kick Off Event with Scott Recycling:  In order to reduce the volume of electronic waste, KUCB will sponsor in conjunction with Scotts Recycling a community drive which will allow citizens of Union County to drop off electronic refuse at no cost to them.  Scotts Recycling will provide the collection and transportation services.   The only obligation we have is to do Public Service Announcements about the event, and provide inmate labor if possible and KUCB volunteers.  With confirmation from Scotts Recycling, the event will be held in the parking lot of the court house on Saturday, May 21 from 0800-1200.  Jackie Erlbacher suggested contacting Dean Hill and see if would like to partner in this event with a “Drug Take Back Day”.

Action Item:  Director Lynsey Richardson to confirm May date with Scotts Recycling and contact Dean Hill regarding partnership in this event.

OLD BUSINESS:

Illegal Dump Site Ordinance:  Per request of Attorney David Myers further discussion on this ordinance is tabled until the April board meeting.

Adopt-A-Road Sign Update:  Arlene Kitts reported that the sign truck has been fixed.  Director Lynsey Richardson and Jackie Erlbacher attended a TDOT meeting on March 17. A few of the roads that KUCB adopted are State Hwy. roads which should have been Adopt-A-Highway through the State of TN.  TDOT has given KUCB permission to keep the current signage, however we need to provide TDOT with permission and release forms.

 

·     Action Item:  Lynsey Richardson to get with Kevin Brantley for installation schedule of remaining Adopt-A-Highway signs.

·     Action Item: Lynsey Richardson to provide TDOT with permission and release forms of adopted County roads that should have been adopted under State roads.

 

Cub Scouts/Hill Top Recycling:  Kim Richnafsyk reported Hill Top Recycling is excited about the possible May planting project.  Kim will have to coordinate with the Sheriffs Dept. in order to have road security for children and families.  Plant donations will be made by Oakes Day Lilies.  Need mulch donation.  Jackie Erlbacher will forward Kim information on a Nursery Grant that may be able to provide additional planting material.   http://www.naturehills.com/green_america_awards.aspx and Operation Green Plant – Free Seed Grants 
 

Installation Of Cameras:  Litter Officer Dennis Nicely reported that Sheriff Earl Loy Jr. agreed to purchase two cameras that would be used at the illegal dumpsites.  Dennis is suggesting that the cameras purchased allow him to monitor the illegal sites from his computer.   Dennis also reported that he has issued several litter tickets.  Jackie Erlbacher asked Dennis about posting illegal dumping signs with penalty notice at our critical illegal dump sites.  Les Sponseller provided Dennis Nicely with name and address found during a recent county road litter pick up.    

 

·     Action Item:  Lynsey Richardson will follow up with Solid Waste or County Highway Dept.  regarding signage.

 

Talking Trash Articles:   Jackie Erlbacher and Bill Manning are submitting articles related to littering to the Union County News Leader and Shopper News to run on a periodic basis.   

 

Illegal Dumpsite/Hill Top Recycling Campaign:  Cindy Taylor of the Shopper News and Jackie Erlbacher are compiling a story to run regarding illegal dumpsites in Union County.  Litter Officer Dennis Nicely reported that he will be on Dan Shumate Road until it’s all cleaned up.  Currently, he has about 250 tires and tons of trash.  Lynsey Richardson spoke with Becky Muncey about extending the dumpster until the 25th of March.  Lynsey will order a second dumpster in order to complete the clean up the illegal dumpsite on Dan Shumate Road.

 

Website Updates:   Director Lynsey Richardson reported that she has been reviewing Keep America Beautiful  affiliate websites  as well as surrounding County websites for ideas.  Lynsey Richardson and Mary Cox have been updating the KUCB website.  Lynsey asked the BOD to review the new additions and report back with comments.

 

School Programs:  Director Lynsey Richardson reported that she is working with Becky Muncey and the Luttrell Elementary School on litter presentation project.  A  KUCB  poster contest is being sent to all the elementary schools to participate in.  Posters will be mailed back to KUCB.  Posters will be displayed in the court house.  Jackie Erlbacher reported that the webinar on the State Electronic Challenge (SEC project) is a voluntary program that encourages state and local governments including schools to purchase greener electronic products, reduce the impact of electronic products during use and manage obsolete electronics in an environmentally safe way.  Jackie will forward the information to facilities that may be more inclined to participate in this type of project, such as School Superintendent Wayne Goforth, Mayor Mike Williams, and  Jack Rhyne with the City of Maynardville.

 

Scotts Recycling and Solid Waste: Director Lynsey Richardson e-mailed Janet with Scotts Recycling to confirm May 21 date for the Scotts Electronic Recycling Project.  Lynsey reported that she spoke with Chief of Police Dean Hill regarding the “Drug Take Back Day.  Chief of Police Dean Hill didn’t think he would do anything with that project until June or July.  Lynsey will try to coordinate another KUCB project during the “Drug Take Back Day” event.

 

NEW BUSINESS:

 

Brownfield Cleanup ETDD- No report. Reschedule for April BOD meeting.

 

Marina Recycling:  Julie Graham reported that the Norris Shores Home Owners Association is doing water/shore line clean up every weekend for the month of March.  Julie reported the need for recycling bins at the marinas.  The 33 Marina is amenable to anything that may help reduce the garbage.  Julie also reported the enormous amount of litter on 5 islands near 33 Marina as you come out of the mouth of LakeView.  TDEC and TVA have asked for the pictures which Julie has given them.  Julie requests that Director Lynsey Richardson contact John Gregory/TWRA District 4 and ask for assistance in monitoring the illegal dump sites. Julie recommends a letter be drafted that TWRA could leave with campers, making them responsible for taking the garbage with them.  TWRA generally spends every weekend in this location making it easy for them to monitor the boats by number.  Economic development and tourism are at risk with the conditions of these sites.  In preparation for the ROHO Tournament,  five locations have been cleaned up.   Julie recommends establishing a partnership with TWRA  is essential in monitoring these locations.  Jackie Erlbacher suggested talking to TWRA about issuing camping permits.  The permits could potential offset the cost of providing dumpsters at boat launch sites  as well as help pay for the man power to monitor sites.  Litter Officer Dennis Nicely requested that TVA be contacted and request new garbage receptacles at Palmer Junction.    Director Lynsey Richardson reported that she has spoken with TVA/Tim Pruitt about Island F.  Island F is littered with shingles, trash and tires.  The cleanup of this area is more approachable during the winter when the land bridge is open.

Chairman’s Report:  Chairman; Mayor Mike Williams reported that he has been in contact with Teresa Culbreath; TDOT State Wide Litter Grant Program Coordinator.  Chairman Williams stated that the Union County Litter grant program will become a more aggressive, call to action program.  Director Dennis Nicley and Chairman Mayor Mike Williams will be meeting with Ms. Culbreath to review the grant program and plans for more projects in the schools and communities.

Director’s Report:   Director Dennis Nicley reported that in March, 10 inmates were taken out for a total of 24 days.  They collected 74,275 pounds of litter.  4 State road miles and 7.5 County road miles were cleaned.  In April, 10 inmates were taken out for a total of 17 days.  They collected 22,300 pounds of litter.  23 State road miles and 16 county road miles were cleaned.

OLD BUSINESS:

Illegal Dump Site Ordinance:  Chairman Mayor Mike Williams reported that he is working with County Attorney David Myers on the ordinance re-write.  Plans are to have this completed by the next meeting and then present proposal to County Commissioners.

Illegal Dump Sites:  Lisa Crist inquired about the status on the illegal dumpsites on Loyston Road, Sexton Lane, Lamdin Road, Hickory Valley Road and Loyston Road.  Petitions have been filed and last reported to be with County Attorney David Myers. 

Action Item:  Director Dennis Nicley to follow up with Attorney David Myers.

Scotts Recycling Event:  Director Dennis Nicley reported that Scotts Recycling needs to have a certified fork lift operator at the electronic recycling event.  Von Schipmann indicated that Wolfe Road has a designated area for electronic recycling.  Dennis questioned if there were enough people to participate in this recycling event.  Dennis will contact Becky Muncey for further electronic recycling information.

Adopt-A-Road Sign Update:   Chairman; Mayor Mike Williams stated he’s received a few telephone calls from people questioning those that have adopted highways and not maintaining them.  Chairman Williams would like to see all adopt a road volunteers live up to the requirements of adopting and improve reporting of volunteer hours. Director Dennis Nicley reinforced that not reporting volunteer hours could cost us the litter grant. Any beautification project qualifies as volunteer hours.  Les Sponseller reported an adopted road sign at the intersection of Sharps Chapel Road and Hwy. 33 is in the ditch.  Director Nicley will contact Kevin Brantley about reinstalling.  Kevin Brantley is putting up the remaining adopt the road signs that have been delayed because of problems with the service truck.

 

Action Item:  Jackie Erlbacher will follow up with each participant of Adopt-A-Road and update volunteer hours.  

 

Cub Scouts/Hill Top Recycling:  Kim Richnafsky reported the probability of receiving more landscaping frontage from TDOT.   The planting project is scheduled for the fall.  In the mean time, the soil will be amended.  Kim is waiting for the results of grant from Nature Hills.  Kim is also looking for donations of rocks and boulders. 

 

School Programs/Poster Awards:  Director Dennis Nicley reported that he has received few posters from the schools.  VonSchipmann offered to donate the award fees.  Director Nicley will evaluate the posters and make his announcement next board meeting.

 

Surveillance Camera Update: Director Dennis Nicley reported that Sheriff Earl Loy Jr. has approved the purchase of two cameras.  Cameras should be up in June.

  

NEW BUSINESS:

 

Brownfield Cleanup ETDD/Loyston Road- VonSchipmann reported that he checked with the ETDD Permission must be given by the property owner before they can proceed with capping the shingles. Arrangements must be made with ETDD to visit the property.

 

Action Item:  Von Schipmann to follow up with ETDD and property review.

 

Solid Waste Management:  VonSchipmann requested the possibility of adding a convenience center near Dan Shumate Road or all convenience centers having the same operating hours.  Chairman Mayor Mike Williams indicated that he is working on those issues with Becky Muncey.

 

Dumpsters at Public Boat Ramps: Report pending from Julie Graham.  In addition, Kim Richnafsky and the Cub Scouts will be handing out garbage bags and information on littering at Hickory Star marina on May 21st. Kim will try to get the troops to the marinas more frequently during the summer months.  Chairman Mayor Mike Williams would like to see the Keep Union County Beautiful banners used for the cleanup events in order to create public awareness. 

 

Palmers Junction:  Dennis Nicley reported that Tim Pruitt with TVA has provided new trash cans, trash bags; gloves for Palmers Junction clean up.

 

Farmers Market: Guest; Beth Bergeron dropped off applications for non-profits to attend the Farmers Market  in order to educate the public on Keep Union County Beautiful , community awareness on clean up projects sponsored by KUCB, and enlisting more adopt a  road volunteers.   

 

Comments from Guests:  

·         Guest, Beth Bergeron shared information on a youth project called “Cash for Trash” which is being used in Knox County. The program encourages youth groups to pick up trash in return the program provides a financial reward to the youth organization.

·         Guest, Brandi Davis suggested speaking with Judge Edmondson about Litter Officer Dennis Nicley utilizing the juveniles to pick up trash for community service.

 

Action Items:  Jackie Erlbacher to get more information on the “Cash for Trash Program”.  Dennis Nicley to follow up with Judge Edmondson.

 

New Board Member Protocol:  Director Dennis Nicley requested that before new board members are appointed he would like the opportunity to review the possibility of a probationary period.  In the interim KUCB welcomes any and all assistance and participation from the community.

Director’s Report:   Director Dennis Nicley reported that in May, 10 inmates were taken out for a total of 12 days, and 36 county miles were cleaned.  They collected 1.23 tons of garbage.

 In June, 6 inmates were taken out for a total of 14 days.   42 County and 9 state miles were cleaned.  They collected 3.75 tons of garbage. 

An organized volunteer road clean up on July 9th covered 5 miles on Hickory Star Road/61 West, 6 inmates were taken out, 4 volunteers, and 1250 pounds of trash was collected.

Adopt-A-Road Participants Report:

The following information was solicited during telephone conversations with KUCB Adopt-A-Road Participants.   This information has not been previously documented.

 1st Qtr.  There were 18 volunteers, 65 volunteer hours, covering 44 miles of state and county roads, and collected 5400 pounds of trash.

2nd Qtr. There were 35 volunteers, 37 volunteer hours, covering 28 miles of state and county roads and collected 2100 pounds of trash.  June Community Education:  4 Volunteer hours for the Farmers Market.  June office administration volunteer hours: 40

Month of July:  There were 7 volunteers, 6 volunteer hours, covering 8.25 miles of state and county roads and collected 240 pounds of trash.  July Community Education: 4 Volunteer hours for the American Legion Youth Fishing Tournament.  July office administration volunteer hours: 40


OLD BUSINESS:

Illegal Dump Site Ordinance:  Chairman Mayor Mike Williams is waiting for final revised ordinance document from Attorney David Myers.  Chairman Mayor Mike Williams also reported that where homes have burned and property has not been cleaned up, such as Twisted Gables, Attorney David Myers has been direct to send notice letters followed by a second letter and if no response, the Highway County Department will have the authorization to bull doze or clean the property and then a lien will be placed on the property. 

Action Item:  Chairman Mayor Mike Williams to follow up with Attorney David Myers.

Les Sponseller reported that he is actively looking for volunteers to adopt sections of Sharps Chapel Road.  The KUCB board of directors all acknowledged the years of service and commitment by Bill Manning. 

Action Items: Jackie Erlbacher and Les Sponseller will be removing the names from the Adopt-A-Road signs. 

Jackie Erlbacher will continue to follow up with status of Brock Road Community and James Bailey & Family.

All KUCB Board Members are responsible for actively recruiting volunteers for the Adopt-A-Road program.

Brownfield Cleanup ETDD: William Von Schipmann:  William Von Schippman reported that ETDD is still waiting to see what funds will be available.  The money for this flow through HUD.  The photos submitted on this Loyston location indicate that there was a preexisting service station which would give it more priority.  If the county condemns the property it also gives more priority with ETDD.

Farmers Market Report:  Jackie Erlbacher indicated that KUCB had good exposure at the Farmers Market on June 25, 2011.  Information was passed out on the Tarp Law, Stop Litter back packs were handed out and a free t-shirt given to those that signed up as Adopt-A-Road volunteers. Randy Turner will manage the booth on August 6th from 8-12.   Beth Bergeron, Market Manager for Farmers Market invited KUCB to the August 20th back to school event.

American Legion Youth Fishing Tournament:  Jackie Erlbacher reported that she attended  the American Legion Youth Fishing Tournament and handed out Stop Litter back packs to the children and distributed Glad plastic bags, a KAB sponsor,  to all tournament participants in order to clean up the park after the event. Jackie Erlbacher also had an opportunity to talk to several individuals about the Adopt-A-Road program in an effort to recruit additional volunteers.

NEW BUSINESS:

Plan for Organized Clean Ups and Events:  Chairman, Mayor Mike Williams would like to see scheduled monthly pick up’s until we begin to see progress with the litter conditions in the county. The county is receiving positive feedback on the visibility of inmates and volunteers picking up litter.  Randy Turner suggested that we organize litter pick up’s around locations such as churches and business’s  and give a two week notice in order to encourage additional  volunteerism  from those locations.  Randy Turner acknowledged the need to do a litter clean up after the Christmas Parade. Julie Graham identified the amount of litter after a home coming event.  Chairman Mayor Mike Williams suggested KUCB have a booth at the first football game of the season. 

Tennessee Achieves: Julie Graham reported the roll out of TN Achieves impacts KUCB because it is a scholarship program which involves acquiring eight hours of community service in order to qualify for the scholarship.   KUCB will keep in touch with the P16 program headed by Ron Erikson as details roll out for the 2012 program.

KUCB Booth & Heritage Festival:  Jackie Erlbacher made a motion to approve a Silver sponsorship level of $50.00 and free booth space for the Heritage Festival on October 1, 2011.  Randy Turner 2nd All in Favor.  Motion passed.  Chairman Mayor Mike Williams indicated that he was able to get the Dale Earnhardt/Chevrolet race car for the Festival event.

Educational Programs with Maynardville Library:  Jackie Erlbacher spoke with Chantay Collins about doing Keep Union County Beautiful /Keep America Beautiful educational programs.  Chantay is planning a Head Start Parenting Fair at the end of September.  KUCB will have an opportunity to have a booth and work with Head Start teachers in the community.

Volunteer Appreciation:  Jackie Erlbacher reported that after contacting the Adopt-A-Road Volunteers a common concern among them was the thankless task of maintaining their sections of highways.   All would like to see law enforcement enforce the litter laws.  Many have called upon KUCB to do a better job of educating.  In addition, our volunteers have asked for better communication between KUCB and the volunteers.  Randy Turner and William Von Schippman identified the need to do a better job of acknowledging the work of our Adopt-A-Road participants by at the very least doing newspaper articles and issuing certificates of achievement.  Randy Turner also suggested we partner with our Adopt-A-Road volunteers when they do their litter pickups.

Illegal Dump Site Ordinance:  Chairman Mayor Mike Williams presented the final draft for the illegal dumpsite ordinance, prepared by Attorney David Myers for review.   Lisa Crist and Chairman Mayor Mike Williams suggested the following change in  Section IV:  Enforcement Personnel and Hearing Board A) This ordinance will be enforced by the “Union County Litter Officer(s) can may  be assisted by Constables, Health Inspectors, Fire Marshals and all city and county police officers if needed.

Brownfield Cleanup ETDD: William Von Schipmann:  William Von Schipmann reported that the ETDD funding for this is still pending.  ETDD is still waiting to see what funds will be available. 

 

KUCB Booth Fee at Heritage Festival:

Action Item:  Chairman Mayor Mike Williams will check to see if $50.00 invoice was paid.

 

Solid Waste Management and KUCB request for $1500.  Dennis Nicley reported  that Solid Waste Management donated money for educational projects in prior years.  Possible donation pending budget results.  Dennis Nicley reported that SWM does computer recycling.  Randy Turner suggested that KUCB do an electronic recycle weekend in partnership with SWM.

 

Volunteer Appreciation:  Jackie Erlbacher discussed the outstanding volunteerism of Bill Manning.  Randy Turner recommended that we invite Bill Manning to the Commissioners Meeting in October and present him with a plaque of appreciation.

 

Action Item:  Chairman Mayor Mike Williams will take care of getting the plaque.

 

NEW BUSINESS:

 

Plan for Organized Clean Ups and Events:  Dennis Nicley requested that a cleanup be scheduled for the third Saturday of every month.  Randy Turner suggested that we plan a cleanup in Maynardville, in preparation for the prayer march taking place on August 28.

 

Action Item:  Clean Up Date scheduled for Saturday, August 27, 2011 8:00 am.Meet at Court house.  Will be picking up litter on Maynardville Hwy and Main Street to Union County High School.  Jackie Erlbacher will place notices in the NewsLeader and The Shopper and send notices to litter volunteers.

 

Adopt-A-Road Signs to Install:  Jackie Erlbacher identified Adopt-A-Road participants that have not received their signs, nor do we know where the signs have gone.  The signs have been made, but not installed because of the truck mechanical issues.

 

Action Item:  Dennis Nicley will look at the Highway Department and maintenance truck for signage.

 

Illegal Dumping on Big Valley Road:  Jackie Erlbacher provided Dennis Nicley with pictures and a report of illegal dumping outside the Acuff property on Big Valley Road, Sharps Chapel.

Chairman Mayor Mike Williams is making arrangements to purchase educational materials and hand outs.  Dennis Nicley and Randy Turner discussed window decals for Keep Union County Beautiful.

 

Children’s Art Contest for the Heritage Festival: Jackie Erlbacher reported that she spoke with Lisa Petro of the Treehouse Learning Center regarding a partnership with KUCB on an art project scheduled for September with the winner announced at the October Heritage Festival.  

The theme for the art project is Keep Union County Beautiful.  K – 5th elementary school and home schooled students in Union County will have an opportunity to choose between 3-D Art Sculpture using all recycled materials, Poster Contest, or a Writing Contest.  Judges will be the KUCB Board of Directors.  Flyers will be distributed to each school and through Smoky Mountain 4H club announcing the art contest during the first week of September.  Flyers will detail rules of contest and drop off locations for entries.  Prizes will be awarded at the Heritage Festival, October 1, 2011. 

 

Bylaws:  Randy Turner recommended that we review the bylaws and our compliance within.

Director’s Report: Director Dennis Nicley reported that in August, 10 inmates were taken out. 57 county miles were cleaned, and 4 state miles were cleaned. They collected 5.67 tons of garbage. In September, 8 inmates were taken out, 31 county miles were cleaned and no state miles. They collected 2.20 tons of garbage. For two weeks in September Dennis Nicley and inmates did a beautification project at Wilson Park in preparation for the October 1, 2011 7th annual Union County Heritage Festival.

Volunteer Hours: Jackie Erlbacher reported in the month of August there were 12 educational hours, 30 volunteers, 22 volunteer hours, covering 17 county miles, and collecting 1638 pounds of trash. In September: 10 volunteers, 39 hours, 34 county miles and 875 pounds of trash and 1 educational hour.

OLD BUSINESS:

Illegal Dump Site Ordinance: The illegal dumpsite ordinance will be placed on the November 14, 2011 7:00 pm County Commissioners agenda. Lisa Crist will do the presentation before the commissioners. Jackie Erlbacher will send the revisions to each of the commissioners prior to the commissioners meeting.

Camera Surveillance Update: Dennis Nicley reported that surveillance cameras have been purchased and he will do the installation. Surveillance sites will be rotated.

 

Brownfield Cleanup ETDD: William Von Schipmann: William Von Schipmann reported that on October 18 he will be contacting ETDD for current status.

 

Bill Manning Retirement: Articles were posted in The Shopper and Union County News Leader about Bill’s retirement as an adopt-a-road litter volunteer. Mayor Mike Williams will be presenting a plaque to Bill at the November 14 County Commissioners meeting.

 

Children’s Art Contest for the Heritage Festival: Dennis Nicley reported that the participation was great from K – 5th elementary students. Awards were given to the winners of 3-D art, poster contest and writing contest. KUCB members Dennis Nicley, Mayor Mike Williams, Gina Buckner, Randy Turner, and Jackie Erlbacher judged the entries.

 

Hill Top Recycling Beautification Project: Kim Richnafsky reported that she is still working with Hill Top. Kim contacted TDOT regarding road frontage. Projections for future construction on Hwy 33 needs to be determined before this project can start. The beautification project can not include landscaping with rocks as it’s a safety issue.

 

NEW BUSINESS:

 

Dennis Nicley reported that he is switching jobs and will no longer be the Litter Officer for KUCB effective Thursday, October 20, 2011. The Sheriff’s department is in the process of looking for a new litter officer. Dennis has asked to stay on the board. William Von Shipmann made a motion to appoint Dennis Nicley as a board member. Motion 2nd by Julie Graham.

 

Adopt-A-Road Signs to Install: Dennis Nicley will look for signs that have been made and have not been put up yet. Mayor Mike Williams will contact the TDOT for recommendations about where to have future signs made.

 

Heritage Festival Re-Cap: Dennis Nicley reported that KUCB gave out 100 ‘Stop Litter’ back packs, pencils and ‘Stop Litter’ shopping bags. KUCB volunteers were recruited.

 

Family Fair Maynardville Library October 18 9:30- 11:00: Dennis Nicley will be attending this event to hand out information on the tarp law and littering. Dennis Nicley indicated that Shannon Perrin with 4H is willing to partnership with KUCB on projects. Kim Richnafsky recommended that we choose a theme with 4H such as environmental, i.e. ‘Leave No Trace’ and coordinate it with Earth Day in April. Julie Graham suggested we work with TVA Naturalist Beth Bergeron who goes around to schools and talks about ‘Leave No Trace’. KAB and the Cub & Boy Scouts work on overlapping projects. TVA has been putting signs down for ‘Leave No Trace’. TVA is trying to get all the counties around the lake to do a public service day during the month of March or April. Kim Richnafsky will coordinate efforts with 4H and Scouts for a spring 2012 clean up.

 

Review Amended Bylaws 5-17-04: Jackie Erlbacher issued copies of the amended bylaws for all board members to review and to make recommendations at the next board meeting.

 

New Board Members: Randy Turner asked several individuals to attend this board meeting in order for them to learn about KUCB and ultimately decide their interest in becoming board members. Mayor Mike Williams indicated that the option exists for existing board members that have exceeded their terms may wish to work in other capacities such as special projects, events and/or education. William Von Shipmann made a motion to appoint three new board members: Jimmy Knight, Mark Mahoney and Patricia Orr as new board members. Motion second by Gina Buckner. Unanimously approved.

Director’s Report:   Director Mike Hale reported that on October 28 and 31, there were 6 inmates taken out, 6 county miles were cleaned. They collected 62 tires and 64 bags of garbage.  Dennis Nicley and 6 inmates spent 20 days doing a beautification project in Wilson Park.

Volunteer Hours: Jackie Erlbacher reported in the month of October  there were 5 educational hours, 24 office administration hours, 15  volunteers,  22 ½  volunteer hours, covering 14 ½  county miles, and collecting 925 pounds of trash.

OLD BUSINESS:

Litter Resolution: Lisa Crist reported that the November 14, 2011 presentation before the county commissioners was canceled and rescheduled for Monday, December 12, 2011. County Attorney David Myers redrafted the original litter resolution to “Amendment to the Resolution.” Von Schipmann motioned to approve the Amendment, Les Sponseller 2nd the motion.   Lisa Crist will do the presentation before the commissioners.   Jackie Erlbacher will send the Amendments to the Resolution to each of the commissioners prior to the commissioners meeting. 

Camera Surveillance Update: Mayor Mike Williams reported that Dennis Nicley took one of the cameras to a welder to make a box so that when the camera’s are hung no one will shoot it out.  Mike Hale will make the installation a priority.  

Brownfield Cleanup ETDD: William Von Schipmann:  William Von Schipmann reported that the ETDD meeting scheduled for October 18 was canceled.  New restrictions indicate that the county must own the property in order for federal dollars to be used for the cleanup. In this case, the property is owned by an individual.  Von would like to wait for a definitive answer from ETDD. 

Hill Top Recycling Beautification Project:  No Report.  

By-Laws:  Jackie Erlbacher reported that KUCB board is non compliant with current by-laws.  A committee comprised of Lisa Crist, Randy Turner, Mayor Mike Williams and Jackie Erlbacher will meet on November 28 to review and make recommendations to the existing by-laws. 

Adopt-A-Road Signs:  Jackie Erlbacher reported  missing signs for the following Adopt-A-Road sections:  Martha Keller/Sharps Chapel Road and Lambdin Ridge Road, and Union County Archery Range, LLC, contact Donna Jones/Skyline Drive.  The Adopt-A-Road sign on Sharps Chapel Road and Hwy 33 needs to be reinstalled.  Mike Hale will look for the signs in the old county truck or county garage.

NEW BUSINESS:

Review Litter Officer Responsibilities: For the benefit of the new litter officer Mike Hale Jackie Erlbacher reviewed the litter officer’s responsibilities.  The Litter Officer must be an active member of KUCB, take inmates out eight hours a day weather permitting, maintain and provide litter log information and report in a timely manner, pick up litter on all state and county roads and illegal dumpsites, enforce litter ordinance, follow up on complaints, check on road reports from the Mayor’s office, clean Palmers Junction in accordance with contact signed by Mayors office, clean up after special events such as those that take place at Wilson Park, interface with the county attorney and provide status reports at KUCB board meetings.

Several litter evidence examples were presented to Mike Hale and discussion took place as to how we may better enforce the litter law.  In all the examples presented, Mike Hale indicated that a warning letter be sent out. Mike Hale stated the protocol if you witness someone littering: Get the tag number, call dispatch, collect evidence and document location. Mayor Mike Williams asked Mike Hale to follow up with county attorney David Myers on the burned out houses in Twisted Gables.  The initial letters went out and it’s time to send the second notices.  Mike Hale asked Jackie Erlbacher for assistance with the litter warnings letters for the evidence collected from road clean ups.

2012 Beautification and Educational Projects:  Postponed until January, 2012

Solid Waste Management: Becky Muncey:  Becky Muncey with Solid Waste Management discussed doing projects with Solid Waste Management and KUCB.  After discussion, an Electronic/Christmas Tree recycling project is scheduled for January 7th from 8:00 am to 3:00 pm at Wilson Park. David Nevin will follow up with Plainview Mayor Gary Chandler to see if we can use the chipper to mulch Christmas trees.  Coffee and donuts will be offered.  In addition, we will try to have tarps available to hand out to individuals and reinforce the tarp law.  Becky Muncey suggested that KUCB start their plans for KAB in January and solicit local business’s for support.  Becky also identified a tire tracking problem that has caused an increase in tire littering in Union County.  Solid Waste maintains a list of tire business that are licensed and registered with state.  Solid waste tracks those that bring tires in by name and how many tires they bring in. There was discussion about monitoring tire recycling.

Directors Report
: Lynsey Smith reported that during the month of October 2009, 5 inmates were taken out and covered 13 miles of county roads and 20 miles of state roads.18,550 pounds of trash was collected. During the month of November, 2009 5 inmates were taken out and covered 18 miles of state roads and 10 miles of county roads.16,325 pounds of trash was collected. During the month of December 2009, 4 inmates were taken out and covered 1 mile of county road and 4 miles of state roads. 2,750 pounds of trash was collected. During the month of January 2010 7 inmates were taken out and covered 11 miles of county roads and 4 miles of state roads. 8,375 pounds of trash was collected. Jackie Erlbacher requested that volunteer hours and amount of trash collected be reported in Directors report.

: No report from Jerry Lawson. Lynsey Smith reported that this area continues to be a dumping area. Jackie Erlbacher recommended this site have a camera installed to monitor offenders.
Hickory Valley Road:

Action item: As of September, 2009 board meeting we are still waiting for summary reports from Jerry Lawson and David Meyers. Jerry to have a full report on all the outstanding violations and resolutions by next board meeting (March 15, 2010).
Adopt-A-Road Update: Lynsey Smith and Larry Lay reported that we will have Knox County Signs complete the orders that are currently in and then turn new orders over to the county to make the signs. Lynsey said the signs would cost ~$200.00 for a set of signs (4 to a set). For now, signs will become a budget item with a transfer of funds from other budget items in order to meet the cost of the signs. In the future, signs will be a line item in the budget.
Update On Camera:
Camera is broken and needs to be replaced.
Newspaper Articles:
Lynsey Smith has put together several newspaper articles to run every week. Bill Manning have submitted “Talkin Trash” articles which will also be used in newspaper articles and has agreed if we generate ideas for him that he will continue to write the articles for us. The "Talkin Trash" articles will appear once per month. There will be additional articles placed in the Union News Leader. KUCB articles will appear in the newspaper two to three times per month.
Phone Book Recycling:
Lynsey has been handling phone book recycling calls by telling people that they can drop off their books at the Good Will Recycle Center or in recycling bins that are marked for paper.

NEW BUSINESS:
Resignation of Mary (Gibson) Cox:
Motion made by Randy Turner and 2nd by Julie Graham to accept the resignation of Mary (Gibson) Cox. All in favor. Motion passed.
New Board Members:
Lynsey reviewed our by-laws which indicated we need additional board members or change our by-laws. Lynsey would prefer 13-15 members. We currently have 12. The state doesn't define how many we have to have, but does define that we need an odd number. Larry Lay suggested that Pam Ailor might be interested in becoming a board member. Lynsey said that Shannon Perrin, the new director at the Union County Agricultural Extension office might be a possible candidate. Jackie Erlbacher suggested we ask the local corporate business' such as Freds and Dollar General. Jackie Erlbacher also suggested that we have high school students become board members. Lynsey stated that they could be active voting members of either junior/ seniors or representatives of youth leadership program.
Action Item: Lynsey Smith to contact Union County high school for possible candidates as well as local business's for community clean up projects or board participation.
Jerry Lawson Under New Management: Larry Lay reported that Jerry Lawson is now working out of the Sheriffs Department rather than the Mayors office. Jerry is still our litter officer and is responsible to fulfill his primary commitment of 40 hours a week to KUCB's efforts. Since Jerry's position is fully funded out of the litter grant, it is imperative that Jerry responsibilities are understood by the Sheriffs Department. Those responsibilities consist of monitoring dump sites, issuing citations, following up on citizen compliants, litter pick up with inmates,and KUCB continuing education programs / inservices within Union County. The unanimous concern by KUCB board is that there needs to be more accountability for the 40 hours, timely reports and resolutions to outstanding citations.
Action Item: Get Sheriff Earl Loy Jr. to attend the next BOD meeting or schedule a meeting when it's convenient for Sheriff Loy.
GAC Dates: Great America Clean Up Dates as follows:
March 20, 2010, 10:00 A.M.: Tanglewood and Norris Shore shore line clean up as well as Sharps Chapel Road. Meet at the Sharps Chapel Senior Center. Julie Graham will check with Ned at the marina to see if we can use the barge for shore line clean up. Larry Lay to provide dumpster. Jerry Lawson to use inmates.

Citizens Involvement: Lynsey Smith announced that a web page was established in order for citizens of Union County to have a venue to report areas that need to be cleaned up. Go to keepunioncountybeautiful.org in the left column click on Report a littered Union County Road and fill out the request form. The report goes to directly to Lynsey's email and then she forwards it to Jerry Lawson. Jerry is then responsible to report the result of the request.
Jackie Erlbacher and Randy Turner suggested that KUCB sponsor a Hazard Material waste day for the citizens of Union County. Lynsey Smith will check with Becky at the Wolfe Rd Center to see if we can schedule something at a central location such as the court house parking lot.
Award Received: Lynsey Smith reported that Union County KUCB received an Award of Excellence from Keep America Beautiful.
Adopt-A-Road Volunteers: Randy Turner and Jackie Erlbacher asked that volunteers be sent a letter of reminder about the GAC and thank you's for jobs well done. It was also suggested that they be reminded to send in their volunteer hours in a more timely manner and a reminder of their quarterly obligation.

Directors Report
: Lynsey Smith reported that in the month of February, 10 inmates were taken out for a total of 12 days. They collected 21,725 pounds of litter. They cleaned 15 county road miles and 18 state road miles. There were 50 reported volunteer hours.

OLD BUSINESS:
Jerry Lawson, Jackie Erlbacher and Lynsey Smith covered ~ 70 miles of county roads to take pictures and evaluate the status of the following areas:
    Loyston Road
: Per Jerry Lawson, David Meyers recommended that we get the county highway department to clean this area up and bill Mr. Abbott for the service. Larry Lay asked Jerry to have David Meyers write a letter to Mr. William Abbott, giving him 90 days to clean up property . If not cleaned up in 90 days, the county will clean it up and the bill will go to Mr. William Abott.  Action Item: David Meyers to write notification letter. Jerry Lawson to monitor dead line and then enforce corrective action if necessary.
    Sexton Lane
: Action Item: The board recommends that David Meyer writes a letter and informs Charles Shelby that he has 30 days to clean up this property at his expense. Jerry Lawson will contact Mr. Shelbys probation officer and let him know that Mr. Shelby is in violation of his probation.
   
Hickory Valley Road: Jerry Lawson reported that the property is for sale and he does see some progress to the clean up.

The following dump sites will be discussed at the April 19th board meeting:   Prospect Road, Dan Shumate Road, and Beeler Hollow Road

Adopt-A-Road Sign Update: Lynsey Smith reported that Knox County Sign has not responded to her calls. Lynsey has contacted Union County's source for signs to get a quote on doing the outstanding orders that are sitting at Knox County Sign.
HAZMAT Day:
Lynsey Smith reported that HazMat days are set up through the state. The state indicated that we did not have enough materials dropped off in the past collection to justify the expense of the event ($4000-$5000). To do the event ourselves is cost prohibitive.
Adopt A Road Letters:
Lynsey Smith is writing AAR participants to remind them of the GAC dates and also thanking them for the job they do and encouraging them to do their own clean up dates if they can't make it to the GAC events.

NEW BUSINESS:
New Board Members:
Lynsey Smith reported that she contacted Fred's and Dollar General seeking a potential interest in employees becoming board members. Both retailers indicated that their employee time was best served in the stores and not picking up garbage. Lynsey said that Shannon Perrin, the new director at the Union County Agricultural Extension is still a possible candidate. Lynsey is still working with Cindy Lay to see if Youth Leadership or BETA Club are possibilities.

Jack Horner:
Julie Graham stated that the Goodwill dumpsters are overflowing. Lynsey Smith has been in touch with Rock 10 for pick up as well as reports that Rock 10 should be submitting on quantity collected from Goodwill.
Britton Bridge: Julie Graham reported that the 33 Bridge contractors have been dumping garbage around the job site. Action Item: Lynsey Smith to contact Jerry Britton and ask them to clean up the site.
TWRA Contract: Julie Graham spoke with Mr. Rick Roberts to let him know that we will be out picking garbage from the lake shore. Julie also discussed the possibility of future plans including putting dumpsters in public boat ramp areas in order to cut down on the amount of trash on the lake. There was further discussion about occasionally having a unmarked car near Palmers Junction in order to ticket offenders. Les Sponseller stated we need to make more of a statement regarding litter and increase ticketing might help.
Jerry Lawson Request: Jerry asked if there was a way for Kevin Brantley to help follow up with some of the properties in violation. Jerry feels like he is spread to thin with litter pick up and following up on investigations. Larry Lay and Lisa Crist suggested that most of the cases we have are old cases and are in the hands of David Myers, but perhaps, in the future, when new cases come in we could get an individual to filter the intake process.

*Jerry will be out of town May 22-29, 2010. Action Item: Jerry to make arrangements with Mike Butcher to be at the Big Ridge GAC event.

Sheriff/Constable Participation: Les Sponseller proposed that those running for office be invited to attend our meetings and learn how they can help us. Randy Turner suggested sending an open letter to all those running for Sheriff/Constable and ask them to address the KUCB board and discuss the platform in which they are running. Julie Graham stated that by April we will have hard data from a Union County survey which indicated the litter issues felt throughout the county.

3 Star & KUCB: Julie Graham stressed how the 3 Star program effects the ability to get grants and loans at a more favorable rate. On a annual basis, KUCB must provide a strategic plan with measurable results. We have several immediate opportunities:

  • Activity: Handing out tarps at all convenience centers along with the tarp and litter law brochure. Measurable results: decrease litter on our road ways.

  • Activity: Written litter citations or warnings. Measurable results: deterrent to repeat offenders and decrease litter.

  • Activity: Handing out garbage bags with litter law brochure at our local marinas. Measurable results: decrease litter on our shore lines and lake. 

  •  

  • Activity: Chairman Larry Lay recommend more KUCB signs be made: "$500.00 fine for littering strictly enforced." Measurable results: Decrease littering on roadways with significant deterrent to repeat offenders.

 

Action Plan: Lynsey Smith to target dates for the above events. Also check into the Youth Programs and get them involved.

5 K Run May 15 at 8 am. UCHS: Lynsey Smith reported that this United Way event is looking for volunteers. Contact David Nevin for volunteer opportunities.

Directors Report:  Chairman Larry Lay read the Directors report in the absence of Lynsey Smith.  There were 440 volunteer hours in March.  Jerry Lawson reported that he is entering his data on the Eco System and he is waiting for Mike Butcher to give him access in order to provide us with reports.  Jerry Lawson reported that there were 610 bags of trash, 30-45 tires picked up from the GAC Sharps Chapel/Lambdin Road Clean up on March 20th.  Jerry estimated 8-12 tons of trash was picked up in March.  Jackie Erlbacher reported that Matt Doss reported 17 tires, and one (1) tightly compacted construction dumpster full of garbage from the March 20th shore line clean up. Matt Doss also reported to Jackie Erlbacher that 148 bags of trash, 8 tires and one (1) tightly compacted  construction dumpster was filled on the April 17th GAC at the 33 Bridge shoreline cleanup.

 

OLD BUSINESS:

Loyston Road

Chairman Larry Lay asked to meet with David Myers when Jerry Lawson makes an appointment with him.  Chairman Larry Lay wants to have papers served on Mr. Abbott.

Notification Letters:

Notification letters were sent out by Jerry Lawson.  Jackie Erlbacher asked Jerry Lawson to provide the Board with a list of letters that went out.

Britton Bridge:

Julie Graham reported contacting Britton Bridge contractors and reminding them that they are responsible for cleaning up their garbage around the job site.

Dump Site Discussion:

Jackie Erlbacher provided pictures of the Prospect Road, Dan Shumate Road and Beeler Hollow Road dump sites.  Lisa Crist traveled these sites on April 19th with Jerry Lawson.  Jerry reported that tires were removed from the Beeler dump site, but garbage still remains. Jackie Erlbacher requested a camera be placed at one of these sites. Chairman Larry Lay wants a discussion with the Sheriff to ensure that if a camera is used we will have the support of the Sheriff’s Department with enforcement and prosecution.

 

NEW BUSINESS:

Wilson Park:  Julie Graham reminded Jerry Lawson to have inmates clean up Wilson Park, Friday, May 14 before the United Way 5K run on May 15th.  Volunteers are still needed for the 5K run.  For those that want to participate contact David Nevin.

Action Item:  Lynsey Smith to remind Jerry Lawson of May 14 clean up

GAC Date:  May 22nd Big Ridge State Park 9:00 a.m.  Boy Scouts will help with clean up.  Jerry Lawson will not be in town, but he will make arrangements with Mike Butcher or Dennis Nicely to take inmates out. 

Sheriff/Constable Participation Dates:

Jackie Erlbacher reported that we will be inviting Constable and Sheriff candidates to the May and June KUCB meetings.  We should be prepared to give all candidates a clear idea of what the KUCB issues are, historical overview of KUCB and provide pictures of current problem areas.  Lisa Crist requested that the Constable invitation be in May and the Sheriff invite be in June.

Directors Report:  In April there were 27 State road miles and 24 County road miles cleaned.  There were 15 inmates taken out and a total of 35,500 pounds of litter collected.  There were 197 reported volunteer hours.  In March 56,000 pounds of trash was collected.

Loyston Road:  David Myers to draw up paper work and serve papers on Mr. Abbott and have copy available to the KUCB  BOD by June 21, 2010.

Notification Letters:  Jerry Lawson said that Notification letters did go out but have letters that were returned because of non deliverable addresses. Second attempts will be made.

Adopt-A-Road Sign Update:  Lynsey Richardson reported that we are still looking at different vendors for sign making.  May require limit of signs (4-5 per year) if we take it out of our budget to produce the signs.

 

NEW BUSINESS:

Marina Association:  Julie Graham reported attending the Marina Association meeting and reported that the association is interested in participating in the GAC next year.

New Board Member:  Kim Richnafsky, Den Leader for Cub Scout 401 was asked to be a member of the KUCB Board of Directors.  Chairman Larry Lay asked for a motion to accept the nomination.  Randy Turner made the motion, Les Sponseller2nd.  Motion passed.

GAC Date:  May 22nd Big Ridge State Park 9:00 a.m.  Cub Scout group 401 will help with clean up.  Jerry Lawson will not be in town, but he will make arrangements with Dennis Nicely to take inmates out. 

Sheriff Participation Date:  Lynsey Richardson will be inviting candidates running for Sheriff to the June 21, KUCB meeting. BOD members will address current problem areas and  enforcement of litter laws.

Action Item: Before June 21 meeting,  Lynsey Smith to send out an open invitation to all opposed and unopposed Sheriffs running in the August election.

Media Event:  Julie Graham reported a media event scheduled for June 25th   This is a kick off event for the TN Highway and By Way Trails  Executives from TN will be in our community between 10:00/11:00 am.  They are driving the white lightening trail, Hwy 33-170-61 and then stopping at the museum for a media event.  Julie asked that any garbage pick up in the above areas be done prior to June 25th   

Constables:  The following individuals were present and are running for Constables in the August election:  Robert Hauther, District 4,  Chris Browning District 5 and Lucas Bruner District 6.  Chris Browning described the responsibilities of a Constable as having the same powers as a Sheriff and has arrest powers in the entire State of TN.  A Constable is a separate entity for extra law enforcement in the County.  It is an elected position rather than an appointed position.  It requires 40 hours of training.  A group discussion followed with comments from Board Members indicating the need for help with enforcing the litter laws, monitoring dumpsites. and enforcing the Tarp Law.

Directors Report:   Lynsey Richardson reported that due to the hospitalization of Jerry Lawson, reports from May are still pending.   Fiscal year ends in July.  Jackie Erlbacher asked if Lynsey would compile and submit at July’s meeting  year end totals of volunteer hours, number and hours of inmates,  number of county and state  miles cleaned by inmates and volunteers, as well  total weight of garbage picked.

OLD BUSINESS:
Loyston Road
:  Still waiting for response from David Myers office as to status of Mr. Abotts  paperwork in order for the Sheriff’s office to serve papers.  Jerry Lawson to follow up with David Myers on June, 22, 2010.
Notification Letters:  Jerry Lawson reports approximately two non-deliverable  notifications.  Those that did receive have thirty days to clean up.  Jerry Lawson will enlist the help of Randy Turner to establish good addresses and reissue notification letters.
Adopt-A-Road Sign Update:  Lynsey Richardson reported an ongoing search for alternative sign contractor as well as using another type of material, less expensive than the existing aluminum signs.  Chairman Larry Lay asked Lynsey Richardson to get a quote from D&S signs.  William Von Schipmann offered to contact Knox County again regarding backorder on our existing signs.

NEW BUSINESS:
Big Ridge State park Cleanup
:  Julie Graham reported that Big Ridge State Park is doing their own clean up.   Clean up date is Saturday July 3, 2010, 8:00 – 10:00 am
TN Department of Tourism:  Julie Graham reported that the media event for the TN Highway and By Way Trails is scheduled to do audio and video, on Friday, June 25th from 10:00 – 11:00 am  of the following routes:  Knox County Line to the Museum, back track on 144, over to 170 and over 61 to Big Ridge.  Julie Graham asked that Jerry Lawson have litter pick up on 144 and curves going to Big Ridge cleaned up.
Sheriff Candidates:  Lynsey Richardson sent letters out to Sheriff candidates to attend the June 21, 2010 board meeting.  Billy Breeding and Sheriff Earl Loy Jr. attended, but no response from McClure.  Lynsey Richardson asked candidates to respond to the litter issues in Union County and how they can help KUCB achieve our  goals.     Sheriff Loy, Jr. acknowledges a litter problem.  William Von Schipmann reiterated the responsibility of the officers to issue citations when litter is thrown from a vehicle or blowing out the back of vehicles.  The KUCB BOD feels our biggest issue is enforcement of the litter law and educating the officers on county, state and tarp laws.  Jackie Erlbacher asked about camera surveillance in frequent dump site locations.  Sheriff Loy Jr., indicated the funding could come out of the Sheriff’s department and he will go through budget/finance first then seek approval for available funds for four (4) cameras.  Julie Graham discussed the tarp law and how the Sheriff’s department can help KUCB enforcement of the tarp law by going to the convenience centers and giving warnings and then citations.  Chairman Lay Larry indicated that Solid Waste Authority should be involved by supplying tarp law 4 x8 signs posted at each center.

Action Items: (1) Request to b e at next Solid Waste next meeting. (2) Follow up with Sheriff Loy Jr. on availability of funds for cameras.

Billy Breeding agreed that the litter laws that exist should be enforced.  Mr. Breeding suggested  that additional training of officers needs to be done for enforcement of the litter laws.  Billy Breeding agreed with Sheriff Loy that the cameras for surveillance are a good idea and a onetime expenditure is available for such needs.  Billy Breeding wants to ensure that the obligation of fulfilling the requirements of the KUCB litter grant is done, i.e. 40 hour week of litter pick up.

Directors Report: Lynsey Richardson reported during the month May there were 8 inmates taken out, 15125 lbs of trash collected and 189 volunteer hours. During the month of June there were 25725 lbs of trash collected, 8 inmates taken out and 205 volunteer hours. The year to date total for the number of inmates taken out from June 2009 to June 2010 is 89. The year to date total for the number of volunteer hours from June 2009 to June 2010 is 1638 hours.

Resignation of Judie Sponseller:
Lynsey Richardson reported that Judie Sponseller has requested to be removed from the Keep Union County Beautiful Board of Directors due to family obligations. The motion was made by Randy Turner and seconded by Julie Graham
Big Ridge Cleanup: Julie Graham reported that she had not received any information on this yet.
Tarp Law Signage: Lynsey Richardson reported that Jackie Erlbacher spoke with Dean Hill, chairman of Solid Waste Management and he agreed to purchase five (5) 4’x8’ signs that have the Litter Law printed on it. Lynsey Richardson reported that she sent the information to Jackie and Dean for the signs.
Tarps: Lynsey Richardson reported that she knows of a company who can get the tarps cheaper. The company is a wholesaler and is willing to let Keep Union County Beautiful have the tarps at cost.
Set Dates/Locations to hand out tarps: There was an open discussion about handing tarps out this Fall. The date is to be set at the next meeting or when the signs are put up.

Directors Report:   Lynsey Richardson reported that during the month of July, 22,575 pounds of trash was collected, 28 County road miles and 17.5 State road miles were cleaned.  6 Inmates were taken out and 110 volunteer hours were reported.

:  Jerry Lawson reported that Mr. David Myers recommends Clayton Helms be contacted to clean up the Abbott property.  A lien will be placed on the property to collect clean up fee. 
Notification Letters: Joan Black, Twisted Cables, Maynardville:   Jerry Lawson reported that all notification letters sent to Ms. Joan Black have been returned non-deliverable.  Mr. David Myers recommends cleaning property up and putting a lien on the property.  107 Hansard Rd: over grown with weeds.   KUCB recommends county or Inmate clean up and lien placed against the property.
Adopt-A-Road Sign Update:  Lynsey Richardson reported signs have been ordered and approved for printing.  Signs should be available in one week.  Kevin Brantley will install signs.

Adopt-A-Road E-mail Addresses

Purchase of Litter Pickers:  Lynsey Richardson requested approval to purchase 24-25 litter pickers.  Jackie Erlbacher made a motion for purchase approval.  Lisa Crist 2nd, Motion passed.
Governors Volunteer Award:  Julie Graham brought forms for the Governors Volunteer Award.  Every year the County participates in this event.  Recommendations go to Nashville.  The purpose of the Governors Volunteer Award is to promote volunteerism.  Currently TN ranks 43rd  in volunteerism.
Annual Report:  Lynsey Richardson reported that the report is due the 25th of August.  Lynsey has been recreating reports because her computer crashed.
Mandatory Training:  Lynsey Richardson reported a mandatory training class in Oak Ridge.  Lynsey requested approval for travel expenses.  Julie Graham made a motion to approve travel.  Jackie Erlbacher 2nd.  Motion passed.
Litter Ordinance: 
Wm. Von Schipmann recommended revisiting the litter ordinance and present stronger language to the existing ordinance.   Lisa Crist recommended each KUCB BOD member  review the ordinance along with other city/county litter ordinances and make recommended changes by next Board meeting, Monday, September 20, 2010.
SP Recycling Brian O’Banion:  Mr. Brian O’Banion represents SP Recycling.  SP recycling is the nation’s largest producer of 100% recycled newsprint.  SP must feed their recycling mill in Dublin, GA with 2500 tons a paper a day to make more paper.    SP uses non-profit organizations, such as KAB affiliates, school systems, and churches, to feed the mills.  SP pays rebates, sets containers, empty containers at no cost to the affiliate.  SP feels this is an excellent educational opportunity as well as a way to boost revenue and Keep America Beautiful.   KUCB BOD’s feels this is an opportunity for each convenience center location, schools and business.  Lynsey Richardson to submit articles in newspaper to develop community awareness and  solicit additional opportunities  to Keep Union County Beautiful.  Wm.Von Schipmann will discuss opportunity with Mr. Wayne Goforth regarding school involvement.

Directors Report:   Lynsey Richardson reported that August numbers were not reported by Jerry Lawson and she will meet with Dennis Nicely, the new litter officer, to recreate August stats and report at the October BOD meeting.

OLD BUSINESS:
Annual Report:  Lynsey Richardson reported that the State cost benefit analysis report reflects that for   every dollar spent we received $4.22.  The analysis takes into account such items as volunteer hours, booths at festivals, and litter free events.  The rebate is the highest it’s been since KUCB became an affiliate. 
SP Recycling:  Lynsey Richardson spoke with Brian O’Banion of SP Recycling regarding the existing newspaper recycling bins at the schools and Lay’s Body Shop.  Lynsey Richardson sent information out to several businesses to see if there was an interest in having newspaper recycle bins.  Most business want the rebates from SP Recycling to come back to them rather than going to KUCB. Lynsey plans to get on the school board agenda to see if we can have the funds reallocated to KUCB.  Lynsey heard that the funds may be going to the PTA.  Lynsey made arrangements with the convenience centers to have the newspaper recycle bins. Lynsey is working with SP Recycling to get magnets that can be mounted to the bins to indicate what won’t be accepted in the bins.
Adopt-A-Road Sign Update: 
Signs are available and ready to be installed. Lynsey will meet with the Mayor’s office to make arrangements for installation.

Heritage Festival:  Lynsey Richardson will not be here for the October 2nd Union County Heritage Festival, however she will have KUCB hand outs available to be distributed in the Toys For Tots booth.

Union County Recycling:  Jack Horner with Goodwill provided Lynsey with a summary report of recyclables from year 2009 and 2010 YTD.

·         Union County 2009 Goodwill Recycle Center: Cardboard 2.55 tons, Old Newspapers 4.25 tons, Plastic bottles, 1.075 tons.

·         Union County Schools 2009:  Plastic Milk Bottles 1.604 tons.

·         Union County 2009 Total 9.479 tons.

·         Union County 2010 Goodwill Recycle Center:  Cardboard 2.54 tons, Old Newspaper 8.54 tons, Plastics, 2.1.2 tons, Steel Cans 420 Pounds, Aluminum Cans 540 pounds.

·         Union County Schools 2010:  Plastic Milk Bottles 792 pounds.

·         Union County 2010 Total YTD 12.576 tons.

Dr. Marge Davis, Coordinator Pride of Place (POP)/Tennessee Bottle Bill:  Dr. Davis identifies herself as the state wide advocate for the Tennessee Bottle Bill and is currently on the Governors Counsel to Keep Tennessee Beautiful.  The Proposal:   The bottle bill covers all drink containers except milk.  It would be overseen by the solid waste division of Tennessee’s Department of Environment and Conservation (TDEC).  The Department of Revenue will perform accounting functions.  The Redemption Centers will be independent operations and must be certified by TDEC.  The beverage distributor pays the initial 5₵ deposit into the bottle bill fund, along with a “container-recovery fee” of 1/8₵.  This fee replaces the distributors existing litter tax and used for litter control.  The beverage distributor gets back his 5₵ deposit when he sells the beverage to a retailer.  The retailer gets back his 5₵ when he sells the beverage to a customer.  The customer gets back his 5₵ deposit when he redeems the empty container at a certified redemption center.  The redemption center owner gets back his 5₵ deposit plus a handling fee of 1₵ when he sells the redeemed container to a certified scrap processor.  The processor is reimbursed for his 5₵ plus 1₵ handling fee when he submits a transaction log to the bottle bill fund.  He also receives an “administrative fee” of 1/10₵ per container to cover record keeping costs. 
The bottle bill has been defeated by the beverage and grocery lobbies, however, Dr. Davis feels they are now backed by industry groups that will make an impact when in the General Assembly convenes in 2011.  The opportunities available by the implementation of the Bottle Bill are: More jobs and small businesses, less litter and more green tourism, more container recycling, more sustainable manufacturing, more successful solid waste programs, more support for social services, and more money for schools and communities. 
Due to time constraints, further discussion was tabled.
Work on Revisions for Illegal dumpsite Ordinance:  Lynsey Richardson asked that due to time constraint we review the two ordinances provided and be prepared to discuss in detail at the October meeting. 
James Jardine and TDOT Communication:  James Jardine, resident of Union County, reported correspondence and a DVD he provided to TDOT regarding three trash ridden areas on Hwy 33: Eddies Auto Parts, Hill Top Recycling and Seymour Enterprises. TDOT investigated the areas and have issued notice to Hill Top Recycling.  Eddies’ Auto Parts is a grand fathered junkyard since 1955.  The junkyard laws that TDOT enforced did not start until May 25, 1967. According to TDOT Eddie’s is in compliance at this time.  Seymour Enterprises does not meet the definition of junkyard according to the Tennessee Code.
Kim Richnafsky suggested that the Boy Scouts might want to partner with Hill Top Recycling and do a Conservation/Planting Project.  Kim will report back at our October BOD meeting with more details.

Directors Report:   Director Lynsey Richardson reported that in September 6 to 10 inmates were taken out for 17 days.  They collected 21,500 pounds of litter.  37 County road miles and 18 State road miles were cleaned.  There were 43 reported volunteer hours.

OLD BUSINESS:
Adopt-A-Road Sign Update:  Kevin Brantley has a list where the signs go and he is working on getting signs up.  Action Item:  Lynsey Richardson to follow up with time line for completion.
Cub Scouts/Hill Top Recycling:  Kim Richnafsky reported that her Cub Scout group will initiate conservation /planting project with Hill Top Recycling and Oakes Nursery.  Kim will get in touch with Hill Top for the partnership approval and determine with TDOT/county roads or Randy Tuner easement restrictions.    Action Item:  Kim Richnafsky to provide update next KUCB meeting scheduled January 24, 2011.

NEW BUSINESS:
Scott Recycling: 
Dan Scott of Scott Recycling H.Q. out of Knoxville, TN has partnered with many Southeastern states to reduce the volume of electronic waste.  The program offers transportation and recycling services for electronic refuse at no cost to us.  Dan Scott suggested a community event  we schedule with Scott Computers & Recycling and they provide the collection and transportation services and we receive diversity credit.  The only obligation we have is to do Public Service Announcements about the event, and provide inmate labor if possible and KUCB volunteers.  Plan a month in advance and prefer location high traffic location i.e., near court house.   Projections:  20,000 pounds for first event. Anything that has a cable or plugs into a wall qualifies for this recycling service with the exception of  televisions . Hard drives and data destroyed by Scotts Recycling.   Director Lynsey Richardson suggested scheduling a spring event along with our GAC event.  Action Item:  Schedule event for 2011 at next KUCB meeting scheduled for January 24, 2011.
Litter Officer Job Description:  Lynsey Richardson identified the following requirements of a Litter Officer:  To be an active member of KUCB,  take inmates out eight hours a day weather permitting, maintain and provide litter log information to Director by the first of every month, pick up litter on all state and county roads and illegal dumpsites , enforce litter ordinance, follow up on complaints,  check on road reports from KUCB Director or Mayors office, clean Palmers Junction in accordance with contract signed by Mayors office, clean up after special events such as those that take place at Wilson Park,  interface with the County Attorney and provide status reports at KUCB board meetings.
Action Item:  Director Lynsey Richardson will bring final draft to January 24th KUCB meeting for approval.
Preliminary  Revisions for Illegal dumpsite Ordinance:   Suggestions were taken from  the Board of Directors for potential revisions to the current litter ordinance. 
·         Changing  Section II  in Definitions Item H to: Owner shall mean any person, partnership, firm or corporation, who alone or jointly with others shall be in possession of or have control of any property , dwelling or  dwelling unit within Union County as owner, employee or agent of the owner, or as executor, administrator, trustee or guardian of the estate of the owner.         Eliminate Item  I Owner Occupied 
·         Change Section IV Enforcement Personnel Item A  to Sheriffs  office and consider enforcement from Fire and Health Inspectors and constables. 
·         Change Section V to change number of signatures required to initiate action or change the radius or district.  Better defense with petition rather than single complaint.
·         Change Section VI Investigations & Inspections to include other enforcement personnel. 
·         Change  Section XI Exceptions delete A and B .
·         Weeds Definition or “Nuisance Property”
·         Sign ordinance for temporary signs
·         Establish Hearing Board
·          Define:   What acts constitute littering , mitigated criminal littering, criminal littering, aggravated criminal littering.
Action Item:  In preparation to submit before County Commissioners, Director Lynsey Richardson and BOD members will prepare draft changes to existing ordinance and present them for review on  January 24, 2011.
David Nevin:  Guest, David Nevin,reported that three years ago he reported a Ridge Road litter law violation, obtained required documentation and signatures and submitted for action.  To date he has not heard results of compliant.  Litter Officer  Dennis  Nicely recommended that Mr. Nevin resubmit petition  for follow up.
