Chairman Larry Lay welcomed everyone.
Approve Agenda: There was a motion by William Von Schipmann to accept the minutes. The motion was seconded by Mary Gibson
Minutes:
Bill Manning made a motion to accept the minutes as written and with a second by William Von Schipmann.
Directors Report: Lynsey Smith reported that during the month of October there were 8 inmates taken out for a total of 17,800 pounds of trash, 18.5 county road miles and 17 state road miles were cleaned and there was 21.5 volunteer hours. During the month of November there were 8 inmates taken out for a total of 12,725 pounds of trash, 11 county road miles and 15.5 state road miles were cleaned and there were 36 volunteer hours. There were 21.5 volunteer hours reported for the month of December.
**William Von Schipmann asked that Lynsey Smith email him every month the number of volunteers that Keep Union County Beautiful has.
Old Business:
Loyston Road Update: Larry Lay reported that the paperwork has been sent to Knox County to be served. As of this meeting the paperwork has not been served. David Myers and Larry Lay spoke with Mr. Abbott about 1 ½ months prior to this meeting and he informed them that he had been cleaning up. Larry Lay reported that he could tell that some of the vehicles and tires were cleaned up.
Sexton Lane Update: Jerry Lawson was excused from the meeting. An update on this will be presented at the February meeting.
AAR: Bill Manning reported that the sign for Friends of Big Ridge State Park was missing on the lower end. Lynsey Smith reported that she had the signs for the Adopt A Road participants that. They will be erected as soon as weather permits.
Future Education Projects: Lynsey Smith reported that every year we do a poster contest in the elementary schools and she needs sponsors for the prize money. Mary Gibson said she would sponsor the 3rd place prize which is $15. Gina Buckner made a motion to take the remainder prize money out of Keep Union County Beautiful’s supply fund, Les Sponseller seconded the motion.
New Business:
Great American Cleanup Dates: Lynsey Smith said that the Great American Cleanup is fast approaching and would like to set some dates for the cleanups. The first cleanup will be March 14. Volunteers will meet at 9am at the Union County Courthouse. The date for April is April 25, and May’s Cleanup date is May 23rd.
Resignation of Bill Manning: Bill Manning wrote a letter to KUCB stating that he wished to resign from the board. The letter was attached to the agenda for the January Meeting. If anyone would like a copy of the letter, please let Lynsey Smith know. The motion to accept the letter of resignation was made by Randy Turner and seconded by Gina Buckner.
New Board Members: Lynsey Smith reported that there are 4 seats open on the Board of Directors of Keep Union County Beautiful. She is supposed to run some information in the newspaper.
New Adopt A Road Participants: Lynsey Smith reported that there are some new Adopt A Road participants. The American Legion wishes to adopt from 61E 1 mile north up Maynardville Ridge. She has had several other inquiries about the Adopt A Road Program.
General Discussion: Judie Sponseller brought up the topic of putting trash barrels at the end of 33 bridge to see if that would help with the amount of garbage at the pull off.
Meeting Schedule: Lynsey Smith reported that the next meeting would be February 9, 2009 due to the courthouse being closed on the 3rd Monday.

Chairman Larry Lay welcomed everyone. We had several guests at the meeting from Sunset Bay. Larry Lay gave a short background overview of Keep Union County Beautiful. Guests present: Mike Brown, Carol Brown, Sandra and David Macintoish, Jackie Erlbacher, Tom and Laurie Clark. Mary Nevin was present for Wilson Park.
Approve Agenda: There was a motion by Les Sponseller to accept the agenda. The motion was seconded by William Von Schipmann.

Directors Report: Lynsey Smith reported that during the month of January there was 45,975 pounds of trash collected, there were 9 inmates taken out. We had 50 volunteer hours and they collected 2,750 pounds of trash.
Old Business:
Loyston Road Update: Larry Lay reported that he went by the location the week before the meeting and there has been some improvement. Larry Lay spoke with David Myers and Mr. Abbott has requested a hearing before the Hearing Board that the Illegal Dumpsite Ordinance put together. He also reported that all steps have been taken according to the Ordinance.
Sexton Lane Update: Jerry Lawson reported that the person charged with dumping the garbage got a $500 fine and a year on probation.
AAR: Lynsey Smith reported that she spoke with Darrell Lawson with Knox County Sign Department and he said that the remainder of the signs would be at least 3-4 more weeks. He said that they were covered up with sings to be printed and would let me know as soon as they were complete.
Great American Cleanup: Lynsey Smith reported that March 1st was the kickoff of the Great American Cleanup and ask for everyone’s input on the dates for the cleanups. The first cleanup was scheduled for March 14, 2009. Everyone is to meet at the courthouse at 9am and the cleanup will take place in Luttrell. The cleanup will start on 61 E and end at Luttrell Fire Department. The next cleanup was set for April 25, 2009 and the area to be cleaned up is from Big Ridge State Park toward Anderson County line. It was decided that there will be a cookout after this cleanup at 1pm. The last cleanup is scheduled for May 23, 2009. The location of the cleanup is still to be decided.
Future Education Projects: Lynsey Smith reported that there will be a presentation with Maynardville Elementary School after school program in April. The Poster Contest is scheduled to take place in the first part of April as well. Lynsey also reported that she has took some information to the schools. The judges for the posters will be volunteers at the courthouse.
New Business:
Training in Nashville: Lynsey Smith reported that the training that she and Jerry Lawson went to was very successful. She also reported that they spoke with Judge Larry Potter about the Loyston Road property and several other locations that some citizens have a concern with.
Ticket Information: Jerry Lawson reported that there has been 20-30 tickets wrote since 2006.
Meeting Schedule: Lynsey Smith reported that the meeting schedule went back to normal and we will meet the 3rd Monday of every month.
**Larry Lay requested that Lynsey Smith write a letter requesting Sheriff Earl Loy, Jr. to be present at the meeting.

DIRECTORS REPORT: Lynsey Smith reported that during the month of February there was 13,555 pounds of trash collected. There were 11 inmates taken out. We had 32 volunteer hours and they collected 4,025 pounds of trash.
OLD BUSINESS:
LOYSTON ROAD: Jerry Lawson reported that it has taken over a year to process the Loyston Road violations and that we need to speed the process up. Mr. Abbot was requested a hearing. According to the Litter Ordinance he is entitled to a hearing and it must consist of 7 members from the County Commission. Jerry Lawson is looking into further details with Mr. Myers and will report back to the board next month.
SEXTON LANE: Jerry Lawson reported that this is the first felony charge ever processed on litter charges. The judge gave them a certain number of days to have the area cleaned up or they would be put in jail.
Adopt A Road SIGNS: Lynsey Smith reported that we are still 3-4 weeks out on the signs for the American Legion, Union County Archery and Willis White. As soon as the signs are completed, Lynsey will pick them up.
GREAT AMERICAN CLEANUP DATES:
Lynsey Smith submitted the following dates for the Great American Clean Up:
March 27, 2009, 4:15 P.M. Meet at Wilson Park and do the clean up around the park and high school for the Easter Egg Hunt on Saturday.
April 25, 2009 Clean Up project with Beach Island Resort Marina and Youth Leadership. Start at 9:00 A.M. to 1:00 P.M. with cook out to follow at 1:30 P.M. Lynsey Smith, Julie Graham, and Linda Lay to coordinate details.
May 16, 2009 Big Ridge State Park toward Anderson Co. Meet at 9:00 Big Ridge Park Ranger Station.
FUTURE EDUCATION PROJECTS: Lynsey Smith reported that there will be several education projects going on during the Great American Cleanup. The after school program at Maynardville Elementary School has askedt Lynsey and Jerry to come and do a presentation for the children on litter and the environment. They will do this in the middle of April. There will also be the annual poster contest going on during April.
NEW BUSINESS:
CLEANUP WITH YOUTH LEADERSHIP: Julie Graham submitted a short video to be reviewed and possibly utilized for this program. Lynsey Smith is to get with Julie for a copy of the video. The Youth Leadership of Union County is partnering with Keep Union County Beautiful on a lake shore cleanup. Lynsey Smith is going to meet with the Youth Leadership coordinator Cindy Lay this week to discuss the project and then get with the group to see if the date works. Lynsey will bring more details back to the next meeting. The target date for this is April 25, 2009.
GOODWILL STORE PLANS: Goodwill plans to bring recycling to Maynardville. The recycling Convenience Center will be located next to the store. Union County residents will be able to drop off their newsprint, cardstock, plastics, glass, and metals at this location. Hours of operation will be Monday-Saturday 9:00 A.M. to 6:00 P.M. Sunday 1:00 P.M. to 5:00 P.M.
It was discussed that KUCB should jointly do a press release.
UNIFORM ISSUE: Chairman Larry Lay ask for a motion to be made for the purchase of uniform pants and shirts for Jerry Lawson, Litter Officer. The motion was made by Randy Turner and seconded by Jackie Erlbacher.

Directors Report: Lynsey Smith reported that during the month of March 28,400 pounds of thrash was collected by inmates. 13 inmates were taken out 15 days during the month of March. There were 80 volunteer hours that reported 7000 pounds of thrash pick up.
OLD BUSINESS:
Loyston Road: Jerry Lawson reported that a meeting is scheduled with Mr. Abbott, in Mr. Myers office May 6th @ 10:00 A.M. Chairman Larry Lay reported that about 80% of the clean up is done. There are still cars on the property.
Sexton Lane: Jerry Lawson reported that someone dumped an old water tank, couch and shingles on this property. Jerry Lawson and Chairman Larry Lay looked at the property and removed the couch, tank, and some shingles. Lynsey Smith reported that three people were spotted at the back of the property picking up shingles. There are active ant hills on the property that are impeding the removal of some of the shingles.
Adopt-A-Road Signs: Lynsey Smith reported that we are still behind on sign production for the following places: American Legion, Union County Archery, Willis White, and Sunset Bay Owners Association.
EDUCATION PROJECTS:
Luttrell Elementary School: Lynsey Smith stated that Jerry Lawson was contacted by Luttrell Elementary School to see if they would do a similar presentations to last year. Lynsey and Jerry plan on showing a video, giving handouts, and having a class discussion on littering.
Maynardville Elementary School: Lynsey Smith reported that on Tuesday, April 14th she and Jerry Lawson did a presentation for the after school program. The children were very receptive to recycling and the environment. The school librarian, April Bear spoke with Lynsey about starting a paper recycle program. Boxes will be placed in the library and when filled, Lynsey Smith will take the paper to the shredder. The shredded paper will then go to the Humane Society to be used in the kennels. Lynsey Smith reported that this recycle project should work out better for the teacher. The results of this paper recycle project may lead to an interest in doing plastic.
Farm Day: Lynsey Smith reported that every year, in May, Farm Bureau Insurance does Farm Day. KUCB always does a fun presentation to the children which generates participation and interest.
Great American Clean Up Dates:
April 25, 2009 Beach Island Resort Marina: KUCB, Union County Youth Leadership and Beach Island Resort Marina are partnering to clean up the shore line at Beach Island Marina. We are meeting at 9:00 A.M. in the parking lot of the Marina. We will have two pontoons operated by volunteers from Norris Shores Homeowners Association which will do the water and island clean up. Other volunteers will be doing roadside and shore line clean up. Chairman Larry Lay will have a roll off container for this clean up. The Marina is providing lunch.
An open discussion resulted in preparation for this clean up as to where the signage was for litter clean up. Lynsey Smith will send out an email to all AAR Volunteers to see if anyone has them.
May 16th Big Ridge State Park: 9:00 A.M. Meet at the park and we will be doing part of the adopted highway as well as the park. Lynsey Smith will get a list of participants for this clean up event. Tentative plans for a cook out after the clean up.
NEW BUSINESS:
Goodwill Recycling: Julie Graham reported that Friday, May 1st at 11:00 A.M. is the start date for Goodwills recycling program. Union County residents will be able to drop off their newsprint, card stock, plastics, glass and metals at this location. Hours of operation will be Monday to Saturday 9:00 A.M. to 6:00 P.M. Sunday hours 1:00 to 5:00 P.M. Julie Graham also indicated that this is a great opportunity for KUCB to do an newspaper article in conjunction with Goodwill's grand opening.
Goodwill-TDEC & Plastic Programs For Schools: Julie Graham reported that the Plastic Counsel has money to do the plastic recycle program and would like to put receptacles in the schools for recycling plastics.
Update on Tickets and Fines: Jerry Lawson reported that he hasn't had an opportunity to check the number of tickets written this year.
An open discussion followed with Les Sponseller asking Jerry Lawson if he had enough prisoners to do what he needed to be done and how do we get law enforcement to write more littering tickets. Chairman Larry Lay stated that he authorized additional officers to take prisoners out to do litter pick up. Jerry Lawson indicated that he does have to follow Sheriff Earl Loy Jr. restrictions on what type of prisoner can go out to do litter clean up.
Les Sponseller asked how we could get Sheriff Earl Loy Jr. to one of our meetings. Chairman Larry Lay asked Lynsey Smith to compose a letter that requests his presence at the next board meeting (May 18) to discuss our littering issues and concerns.
Julie Graham opened a discussion about getting lead stories in the newspapers. Julie suggested the impact of using the Great American Clean Up Story of Union County Youth Leadership, KUCB and the Marina in a timely manner. Judie Sponseller suggested articles in the news paper under the heading of “Talkin Thrash” whereby we keep the community informed.
Wm. Von Schipmann, raised the question about the abandoned trailer on HWY. 33. Chairman Larry Lay reported that eight years ago a Sheriff and Highway Patrol officer authorized the trailer to be left on State right of way. Jackie Erlbacher reported that she had sent a letter to Fred Corum the Regional Director of TDOT regarding the abandoned trailer and received a return response from Bud Slaton, the Regional Maintenance Supervisor. Mr. Slaton and Jackie Erlbacher are meeting at the abandoned trailer site on Tuesday, April 21, 2009 to determine if it is a TDOT issue.

Directors Report: Lynsey Smith reported that during the month of April, 24,150 pounds of trash was collected by inmates. 7 inmates were taken out 13 days, covering 15 County roads and 31 State Roads. There were 263 volunteer hours.
OLD BUSINESS:
Loyston Road: Chairman Larry Lay reported that the trial date is set for September.
Sexton Lane: Lynsey Smith reported that clean up is improving, but still a lot of work to do.
Hwy 33/Abandoned Trailer: Jackie Erlbacher reported that on April 21st she and Les Sponseller meet with TDOT's Regional Maintenance Supervisor, Mr. Slaton. Mr. Slaton issued a work order for this sight to be staked for right of way. To date it has not been done.
Adopt-A-Road Signs: Lynsey Smith reported that we are still 2 to 3 months behind on signage for American Legion, Union County Archery, Willis White and Sunset Bay Owners Association.
EDUCATION PROJECTS:
Luttrell Elementary School: Lynsey Smith, Jerry Lawson, and Mayor Larry Lay attented Luttrell Elementary School on Tuesday May 13th to do a presentation to the First Graders. Lynsey reports good participation from the children, and noticeable impact these presentations have had over the past four years. More families are more doing recycling.
Maynardville Elementary School: Lynsey Smith reported that April Bear is making arrangements for boxes to be put in the library so teachers can bring in their paper recyclables. Jack Horner is trying to get boxes for April.
Farm Day: Lynsey Smith reported that Sandy Green did a recycling presentation on May 11th. Lynsey reported this to be a Litter Free Event.
Goodwill TDEC & Plastic Program: Jack Horner not present for this presentation. He will be at the June meeting to do a presentation. Julie Graham stated that we should do a follow up to determine the amount of recyclable poundage Goodwill is collecting. Lynsey Smith reported that that Goodwill will be emailing or calling every month with poundage of each recyclable item. Currently, not all plastics and no glass is collected at the Goodwill Recycle center.
Great American Clean Up
April 25, 2009 Beach Island Resort Marina: Lynsey Smith reported that 10,000 pounds of trash was collected from this event. Chairman Larry Lay asked that “Thank You” letters go to Waste Management for the roll off containers, Beach Island Resort Marina and the specific residents of Norris Shores that provided boats for the clean up.
May 16th Big Ridge State Park: Lynsey Smith reported that the Big Ridge State Park clean up was cancelled because of weather. After further discussion it was suggested that a fall clean up would be better because of accessibility and less snakes and ticks. Julie Graham suggested we invite the Boy Scouts for this clean up project.
NEW BUSINESS:
Mom's Club Presentation: Lynsey Smith reported that this International group consisting of Mom's that home school and those with young children at home make up this group of recyclers. They meet monthly and will be contacting Lynsey monthly to report the amount recycled. Some of the events that the Mom's host are counted by KUCB as Litter Free Events.
Tickets and Fines: Chairman Larry Lay and Jerry Lawson reported that the following locations have been served papers on illegal dump sites: Hines Creek, Harmon Drive, Hansard Road, Ridge Road and two locations on Hickory Valley.
Adoption of “Little Beach Island”: Chairman Larry Lay discussed adopting the Little Island of Beach Island. Julie Graham reported that Nancy Starr and her group have been doing a great job cleaning up the Islands and without procedure or facilities from TVA for those that camp on the islands, our litter problems are ongoing.

Directors Report: Lynsey Smith reported that because Jerry Lawson is on vacation she did not get a report for May, but will include the May and June report in the July board meeting.

Hickory Valley Road: Chairman Larry Lay reported that clean up is going on.
Adopt-A-Road Update: Lynsey Smith reported she has recently received several inquiries about joining the Adopt-A-Road program. A woman that works at Pilot and has been cleaning up a road near her house for over a year is interested in adopting the road and recycling what she picks. She extends a challenge for all Adopt-A-Road participants to recycle and report what they have recycled. Lynsey Smith is looking into the feasibility of the challenge as each Adopt-A-Road participant schedules their own clean up dates.
Lynsey reports that we are still months behind on getting Adopt-A-Road signs. She continues to follow up with Darrell Lawson.
Tickets & Fines: Jerry Lawson is looking into the amount of tickets and fines that we are collecting. The county partially funds Keep Union County Beautiful and the funds generated by the tickets and fines goes into the general fund.
Adoption of Beach Island: KUCB in conjunction with Adopt-A-Shore will be adopting Beach Island as an ongoing clean up project. Larry Lay will get Lynsey Smith the contact information for the Adopt-A-Shore program coordinator.
Update on Maynardville Hwy: Jackie Erlbacher reported that on May 18th three areas located on Maynardville Highway were stake by TDOT for Right Of Way violations. Two of the three locations were in fact right of way violations: The Walter Seymour property, located 6332 Maynardville Hwy and the abandoned trailer which sits on Earl Cox property.
TDOT sent out certified letters and shortly after received a phone call from Mr. & Mrs. Cox. They told TDOT that they were not going to do anything about the trailer because they didn't put it there. TDOT followed up with said T.H.P. that approved the trailer be dropped in that location. T.H.P. denies giving authorization. Bud Slaton with TDOT is looking into several options: 1) Control burn with TDOT removing the debris; 2) On-call wrecking service to remove the trailer from the right of way and 3) on-going investigation with T.H.P. Larry Lay reported that Jean Lay (phone number 992-XXXX) remembered the incident and she found out that Randy Martin authorized the trailer to be left in that location. Jackie Erlbacher is going to contact TDOT with the latest information from Larry Lay and see if that helps in their investigation.
The junk car sitting on the Right-Of-Way, of Walter Seymour's property was moved behind the stakes. TDOT warned us that the only thing an owner was obligated to do was move said items beyond the stakes.
NEW BUSINESS:
G.A.C. Report: Lynsey Smith reported that she is completing the GAC report due at the end of the month and the annual report due in August.
Goodwill Presentation: Jack Horner not present. Jack called and reported that they had something come up at one of his centers but plans to attend the July Meeting.

Directors Report: Lynsey Smith reported that during the month of May 21,275 pounds of trash was collected, 7 inmates taken out and there were 344.5 volunteer hours. During the month of June, 21,825 pounds of trash collected, 7 inmates taken out, and 78.5 volunteer hours.
OLD BUSINESS:
Loyston Road: No change.
Sexton Lane: More shingles have been dumped.
Hickory Valley Road: No improvement.
Lambdin Road: Lynsey Smith reported this new location has an old boat, approximately 200 tires, couches, and gas tanks.
Adopt-A-Road Update: Lynsey Smith reported we are still behind on having signs done, and has made two additional requests for newly adopted roads in Luttrell. Lynsey will be submitting an article to the newspaper acknowledging the new Adopt-A-Road areas and thanking those that continue to support the program.
Tickets & Fines: No update. Report to be made by Jerry Lawson after researching city and county court records. Randy Turner reported a recent conversation he had with resident/KUCB Adopt-A-Road volunteer regarding the number of yard sale signs left out and why can't tickets be issued to the address or phone number listed on the sign. Randy Turner gave individual Jerry Lawson's contact information in order to discuss enforcing penalties.
Adoption of Beach Island: Lynsey Smith reported that Beach Island is trashed since our May clean up. Lynsey has left messages with the Adopt-A-Shore Program Director to arrange adoption of Beach Islans as KUCB's ongoing clean up project. Chairman Larry Lay stated that we have a contract with TVA to pick up Palmer Junction for $6000.00 and a solid waste contract for $1600.00 to pick up Wolfe Road.
Update on Maynardville Hwy: Jackie Erlbacher reported that she spoke with Bud Slation/TDOT and he is working with TDOT's staff attorney to go through the legality of the dispose of the trailer. Regardless of how they move it, either piece by piece or wrecker, Bud indicated it was TDOT's responsibility to move it.
Update On Camera: (camera purchased in order to monitor an illegal dumpsite and Les Sponseller is testing it before it's put up) Les Sponseller reported the film they used had been exposed and they need to put new film in. He will set up the camera again. Chairman Larry Lay asked Les to submit an invoice to Lynsey Smith to be reimbursed for the film.
NEW BUSINESS:
Goodwill Presentation: Jack Horner, Vice President of Goodwill Recycle Divison.
Jack Horner reported that due to the excellent cooperation of Union County's Solid Waste, KUCB, and The Chamber, Goodwill was able to set up a drop off location for recycling. Mr. Horner reports getting daily interest about recycling opportunities.
Programs currently in the works:
· All Union County schools will be furnished with recycling bins in the cafeterias.
· Currently meeting with people for grant opportunities to make service arangements for bins to be picked up. Commissioner Gibbions, with the Department of Agriculture has been contacted to see if grant funds can be diverted from the Ag programs for the recycling of milk containers.
· Promoting educational programs in the school as part of the above programs.
· The schools recyclables will be included in our monthly report.
· Goodwill container weights will be reported in our monthly report.
Jack reported that he had a meeting with _________Plastics in Morristown. They are requesting permission from their Corporate office to see if they can provide KUCB with plastic bags that will be used for our clean up activities.
Goodwill's recycle program is staffed by Goodwill's work program. Recyclables go to Rock 10 Center in Knoxville. Goodwill has a 30 man crew work service contract with Rock 10 that does the processing at the Knoxville plant.
Currently Goodwill is not capable of recycling glass. They are currently looking at ways to add the program here, but right now it is a very low commodity. They are hopeful in finding someone locally that has the capacity to handle glass.
Lisa Crist asked how KUCB/Goodwill could provide recycle bins to homeowners that could be used to get recyclables to Goodwill’s recycle center. Jack Horner said that a county recycle equipment grant is available through the State....if funding becomes available.
Chairman Larry Lay opened a discussion about the Bottle Bill. Jack Horner sits on the Board of TN Recycle Collation and the Board of Keep TN Beautiful for the Governor. He feels the Bottle Bill must be written with all components. The current conflict is that Keep Tennessee Beautiful is funded through the funds from the present bottle tax on plastic bottles. They are worried that some of that funding would be lost that fund current litter programs. The Bottle Bill must be written to fund all of those programs as well as fund the drop off and recovery programs. The goal is to see programs improve and not suffer because of the Bottle Bill.
Training Dunlap, TN: Lynsey Smith will be attending a seminar in September in order to fulfill KUCB's mandatory training sessions and annual recertification to qualify for the litter grant.
County Commissioners Meeting: Chairman Larry Lay requested Lynsey Smith be put on the County Commissioners agenda in December to report on what's going on with KUCB.

Directors Report: Lynsey Smith reported that during the month of July there were 4 inmates taken out for a total of 44 hours. They cleaned up 10.5 county road miles and 24 state road miles. They collected 24,150 pounds of litter. We had a total of 82.5 volunteer hours for the month of July. Volunteers cleaned approximately 15 road miles and collected ~3000 pounds of litter.
OLD BUSINESS:
Loyston Road: No change.
Sexton Lane: More shingles dumped since last month. Action Item: Jerry Lawson will check court status,
(six-month period is up for charges of criminal littering) and probation violations. Jerry believes that he and the inmates will probably end up cleaning this site.Hickory Valley Road: No improvement.
Lambdin Road: Lynsey Smith reported that the litter ordinance requires 10 signatures and based on the location of this site, the over 200 tires, couches,gas tanks, boat, etc., are difficult to see. The trash is on private land, and the other side of the property is owned by TVA. Action Item: Jerry Lawson/Lynsey Smith to write the property owners a letter and let them know that dumping is being done on their property and take action accordingly. The right of way area will be cleaned up by Jerry Lawson and inmates. Randy Turner to provide Jerry and Lynsey with property owners information.
Adopt-A-Road Update: No new update.
Tickets & Fines: Jerry Lawson reported that we need to work with Barbara Williams to obtain records. Jerry also stated that the DA wants correct statements from individuals in order to write summons/citations. This requires investigating the dumper. In order for a citation to be issued it must be done in the presence of an officer. There is an 800 number to call if an individual witnesses littering. William VonSchimann stated that the State Litter Law requires any garbage over the top of a truck bed needs to be tarped. We need to reemphasize with each convenience center the importance of enforcing the tarp law. The first time is a warning, the second notice is a ticket. Sheriff Earl Loy Jr. stated that getting this done through general patrol is difficult because of man power. Action Item: Sheriff Loy Jr. suggested that Jerry Lawson contact the constables to sit at the convenience sites. The constables have full power in Union County to issues citations.
Adoption of Beach Island: Lynsey Smith reported that the area needs to be cleaned up again and will look at the end of October as the clean up date. Lynsey also suggested inviting Tim Pruitt with TVA to next KUCB meeting. Action Item: Lynsey Smith to contact Tim Pruitt for September KUCB board meeting agenda.
Update on Maynardville Hwy: No new update
Update On Camera: No new update. Action Item: Les Sponseller will try to trigger more pictures as last effort to determine effectiveness of using the camera.
NEW BUSINESS:
Sheriff Earl Loy Jr.: Sheriff Earl Loy Jr. stated he doesn't have the man power to catch those littering, but is encouraged by the increase in Neighborhood Watch communities to help police areas. Chairman Larry Lay asked Sheriff Loy if he would ask officers to issues warnings or tickets and enforce the tarp law, which Sheriff Loy agreed to. Sheriff Loy asked that letters be sent to the Solid Waste Operators and encourage the operators to report violations. William VonSchipmann stated that six years ago the Solid Waste Program was suppose to put up signs at each Solid Waste location, but didn't. Jerry Lawson asked Sheriff Loy if he would allow inmates to be used to help unload garbage at the Solid Waste Centers. Sheriff Loy agreed and also suggested the additional help of the constables. The goal is to help reinforce the Tarp Law and reinforce the litter laws. Sheriff Loy discussed a possible program whereby Law Enforcement pass out trash bags to boaters and reminding boaters to bring their litter back rather than dumping in the lake. Judie Sponseller recommended that we bring a version of “Talkin Trash” back to our campaign of community awareness by writing articles in the paper about littering.
Action Item: Lynsey Smith to contact Solid Waste and revisit the sign issue as well as emphasize the tarp law with each Solid Waste Center.
Action Item: Judie Sponseller/Lynsey Smith to reinstitute “Talkin Trash” newspaper article as a litter awareness campaign.
Action Item: Jerry Lawson to utilize inmates and constables at Solid Waste Centers to help reinforce litter laws.

Union Academy/Alternative School: Lynsey Smith asked for approval by the board to sponsor GED testing for an individual that can't afford the $65.00 cost to take the test. Chairman Larry Lay made a motion to sponsor two people with the stipulation that the individuals be responsible for $5.00 of the cost and that they be willing to do a litter pick up for two hours at Wilson Park. The litter pick up will be monitored by a KUCB board member. The total contribution by KUCB would be $120.00. The motion was seconded by Lynsey Smith and unanimously approved. Jackie Erlbacher agreed to be the monitor for litter pick up at Wilson Park.
United Way of Union County: Lynsey Smith reported that she is now a board member of United Way. The United Way of Union County hosted a Yard Sale Saturday, August 8 and this was a litter free event for Keep Union County Beautiful.

Directors Report: Lynsey Smith reported that during the month of August there were 4 inmates taken out for 14 days. They cleaned up 12 county road miles and 15 state road miles. They collected 18,725 pounds of litter. We had a total of 64.5 volunteer hours for the month of August.
OLD BUSINESS:
Loyston Road: Jerry Lawson reported that there was a meeting with David Meyers and Abbott. Jerry is waiting on David Meyers for summary updates and Jerry will make those updates available to us.
Sexton Lane: No change. Action Item: Jerry Lawson will be providing us with documentation from David Meyers summary report.
Hickory Valley Road: No improvement.
Lambdin Road: Lynsey Smith reported that the litter is on TVA property. TVA has been contacted, and they stated that they technically can't tell us to clean it or not clean it nor are they claiming efforts in cleaning it. Action Item: Jerry Lawson/Lynsey Smith to contact TWRA and have them check on TVA and this site. Julie Graham stated she would work from the TDEC side if we don't get results from TWRA.
Hickory Valley: Lynsey Smith reported that garbage is starting to be cleaned up but are asking for an extension. It's up to the hearing board to extend time.
Adopt-A-Road Update: Lynsey Smith reported that we're over 6 months behind on having signs available to the newly adopted highways. Randy Turner suggested we have signs made by someone else as the delays might be discouraging to those that have adopted highways. Randy suggested we look at ways to become more self-sufficient. Chairman Larry Lay asked Lynsey Smith to look into the sign company that does all of Union County signs and get a quote from them. William Von Schipmann asked that road adopters know that they don't have to have signs to pick up garbage. Action Item: Lynsey Smith to contact other sign companies for quotes.
Tickets & Fines: Jackie Erlbacher reported that she contacted Barbara Williams about litter citations to date. Barbara Williams stated she hasn't seen one in years, and unless she's provided a name, there is no way for her to check. Action Item: Jerry Lawson will work on providing us with ticketing information.

Newspaper Articles: Lynsey Smith and Judie Sponseller are working on running KUCB articles every week and will have enough articles to run until the end of the year. Starting the first of the year, Lynsey and Judie will be reinstating “Talkin' Trash” articles once per month. Bill Manning provided previous Talkin Trash articles to Judie. Lynsey and Judie are going to meet and determine how to rework these articles or if they even need to.
Boating Information: Lynsey Smith reported that they have small kitchen Glad Bags in which a “Stop Litter” sticker will be applied and will be given as a handout to the boaters as a promotion to Help Keep Union County Beautiful. Lynsey recommends that this be a spring promotion and part of GAC.
NEW BUSINESS:
Litter Hotline: Lynsey Smith reported that to report highway littering the number is 1-877-8litter. This number applies to to state highway littering only. For county roads continue to contact Jerry Lawson.
Meeting in Dunlap,TN:
Changes in Reporting: Lynsey Smith reported that there are some format changes which require more detailed paperwork to be filled out. This primarily applies to those that work on the litter grant.
Tarps/Handouts: Lynsey Smith reported that the state will pay for tarps. A “STOP LITTER” sticker will be applied to the tarps. The intention is for the tarps to be handed out at all convenience centers with a reminder to people about the 507 secured load law. An advertisement of this program must go out first, then violators will be given a warning for first offense and a ticket for the second. Lynsey Smith suggested a pilot program on a Saturday at the Wolfe Road convenience center, and then branch out to the other locations. Chairman Larry Lay suggested it could also be done during the week using Jerry Lawson and constables in order to enforce violations. The TN Litter Law brochure will also be handed out to individuals which reinforces the litter laws and fine structure to each offense. Action Item: Lynsey Smith to set date for first event.
Stop Litter Purchases: Lynsey Smith requested approval to spend $822.50 for “Stop Litter Campaign” supplies to be used as handouts for community/school events. William VonSchipmann asked if supplies would be available for the Heritage Festival. Chairman Larry Lay indicated that educational supplies are a line item in the budget and Lynsey did not need BOD approval.
Goodwill: Julie Graham reported that Goodwill would like a KUCB sign posted on the recycle center fence identifying hours of operation.
Vice Chairman Position: William VonSchipmann nominated Lisa Crist to fill the vacant position of Vice Chairman. Chairman Larry Lay seconded. Unanimously approved.
Uniform Budget: Chairman Larry Lay asked for a motion to approve uniform budget for Jerry Lawson. Lynsey Smith made a motion to approve the purchase of uniforms for Jerry Lawson and the cost not to exceed $200.00 for 2 pants and 2 shirts. Julie Graham seconded the motion. Unanimously approved.

Director's Report: Lynsey reported that Jerry Lawson was on vacation and she did not have his information to compile the report for September.
OLD BUSINESS:
Loyston Road Update: Larry Lay
Sexton Lane: Lynsey reported that she had been by and there didn't appear to be any new dumping activity, however, nor had any progress been made regarding cleanup.
Hickory Valley: Lynsey reported that there had been no improvement 2 weeks prior to today.
Lambdin Road: Lynsey reported that she had spoken with Tim Pruitt with TVA. He said that it was borderline, as to whether the area was actually TVA jurisdiction. However, he said that he would have the game wardens monitor the area more frequently and would like to help with the cleanup of that area.
Adopt A Road: No new updates. Knox County is still behind making signs.
Camera Update: Les Sponseller brought the camera in today. He said that it appears to be working in every aspect, except when the film is developed, there are no photos on it. Larry will have someone check the camera to see they can get it working properly. It is possible that it is defective.
NEW BUSINESS:
Newspaper Articles: Lynsey reported that she had enough articles to run in the Union News Leader September through December. Bill Manning has agreed to write Talking Trash articles.
Heritage Festival: Lynsey reported that 250 "goodie" bags were handed out at the Heritage Festival. They ran out around 12 or 1 pm and had more people asking for the bags. They contained items such as pencils, pens, hand sanitizer, litter law information, etc. She reported that around 1,000 people attended the festival this year. So next year, we should plan on trying to have a greater number of items.
Litter Pick Up Signs: It was reported that some of the Adopt-A-Road volunteers have been asking about signs that can be placed on the roadsides while they are conducting their pick ups. Lynsey said that KUCB had several sets of signs in the past, but over time, they have gone "AWOL". After some discussion, it was agreed that KUCB purchase 2 sets of signs that can be "signed out" to those who need them. The volunteers would need to leave a $20 deposit when they pick up the signs, which would be returned when they bring the signs back.
Phone Book Recycling: Randy Turner asked about recycling phone books. Lynsey will check with Goodwill to see if they offer this service. If so, she will submit something to the newspaper to get the word out to the public.
